- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. Naval Surface Warfare Center Crane Division has a requirement for the fabrication, assembly, inspection, test and delivery of TR-343 Sonar Transducer Shipsets. A shipset consists of 576 TR-343 Sonar Transducers (P/N 7344014G1) and 1 set AN/SQS-53C Array Hardware (P/N 7261346G1). The anticipated Contract Line Item Numbers (CLINs) and estimated quantities are as follows: CLIN 0001 TR-343 Sonar Transducer First Article Unit - 1 each, CLIN 0002 TR-343 Sonar Transducer Shipset - 10 each, CLIN 0003 TR-343 Sonar Transducer Shipset (FMS Production) - 2 each, and CLIN 0003 Data - 1 lot. The contract minimum consists of one (1) CLIN 0001 TR-343 Sonar Transducer First Article Unit. A maximum of twelve (12) TR-343 Sonar Transducer Shipsets will be ordered. Delivery of the First Article Unit is expected 395 days after contract award. Delivery of the first CLIN 0002 Shipset is expected 365 days after delivery order award with subsequent quantities due at a rate of every 150 days thereafter. Inspection and acceptance will be at Origin by DCMA personnel with an acceptance period of 30 days. Delivery shall be FOB Destination to NSWC Crane Division, 300 Highway 361, M/F Robert Acton, Code GXPS, Crane, IN 47522. The Contractor shall manufacture and test the TR-343 Sonar Transducer Shipsets in accordance with the Statement of Work (SOW) and the Technical Data Package (TDP). NOTE: Access to the SOW and TDP with drawings requires contractors to be active in the System for Award Management (SAM) and the Joint Certificate Program (JCP). The SOW and TDP will be posted to FBO and will be accessible at the same time the solicitation is posted. The solicitation is expected to be issued on or about 27 May 2014 and is expected to close on or about 30 June 2014. The applicable North American Industry Classification System (NAICS) code is 334511 with a size standard of 750 employees. The procurement will be negotiated on a competitive basis IAW FAR Part 15. It is anticipated that a 5-year Firm Fixed-Price (FFP), Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract will be awarded. Award will be made to the responsible offeror whose offer is the best value to the Government, considering Technical Capabilities, Past Performance, Management Capabilities, and Price evaluation factors as described in the solicitation. Offerors that are non-compliant with any material requirement of the solicitation may be rejected without further consideration for award. It is the responsibility of interested vendors to monitor the FBO website for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
