- Reference: Controller Training Contract (CTC) Market Survey/Request for Information “ Solicitation Number 15383 issued November 25, 2013 1. Introduction This announcement is being issued in accordance with the Federal Aviation Administration ™s (FAA) Acquisition Management System (AMS) Section 3.2.1.3.11, Public Announcements. Interested parties are advised that: This is not a Screening Information Request (SIR) or Request for Proposals; The FAA is not seeking or accepting unsolicited proposals; and The FAA will not pay for any information received or costs incurred in responding to this announcement. 2. Purpose of this Announcement This purpose of this announcement is to advise all interested parties of the FAA ™s updated CTC acquisition timeline. 3. Background The previous announcement (Solicitation number 15383) indicated the potential for a contract award as early as fall 2014. The FAA still intends to conduct a competitive source selection for the basic scope of services identified in that announcement, but the projected award timeframe has been updated to reflect the FAA ™s revised planning. 4. Updated Timeline and Near-term Planning The FAA ™s current CTC acquisition timeline projects the release of a SIR before the end of fiscal year 2014 (FY2014), with a single contract award by mid-FY2015. While subject to change, the planned timeline is intended to allow for a sufficient transition period from the existing Air Traffic Control Optimum Training Solution (ATCOTS) contract to CTC by the end of the current ATCOTS option period on September 8, 2015. Training and administrative support will be the primary focus of the CTC procurement. The FAA is also considering expanding the scope of CTC to include requirements for innovation support ranging from the identification, evaluation, development, and/or implementation of innovations and enhancements that align with FAA-defined objectives; however, these activities are expected to be limited. With respect to near-term planning, the FAA intends to release a draft SIR to provide a preview of the detailed CTC requirements, the proposal submission requirements, the evaluation construct and to solicit industry feedback on the planned approach. The exact date for release of the draft SIR has not been established, but the FAA anticipates its issuance during the first part of June 2014. The release of the draft SIR will give interested parties an opportunity to provide feedback on those elements of the CTC procurement prior to the issuance of the final SIR. 5. Industry Feedback and Responses to this Announcement This announcement is for information purposes only; the FAA is not seeking responses to this announcement. Interested parties will have the opportunity to submit questions and comments in response to the draft SIR.
