Description
THIS ANNOUNCEMENT IS NOT FOR THE PURPOSE OF AN ACQUISITION. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Warfare Center Aircraft Division (NAWCAD) is surveying the marketplace for all interested parties, and is soliciting information and comments from industry and other interested parties. NAWCAD Lakehurst is requesting information pertaining to vendor sources, capabilities and the feasibility of providing a US Navy Horizon Reference Set (HRS) Upgrade in accordance with the Statement of Work. The aforementioned Statement of Work, Specifications, and Drawings contain Export Controlled Data and are subject to the Arms Export Control Act (Title 22, U.S.C SEC 2751). Contractors must be certified by the Defense Logistics Services Center and have a current DD2345 on file. Please include a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement, with your request. The legacy US Navy Horizon Reference Set (HRS), P/N A/W37A-1, provides a stabilized horizon reference to assist helicopter pilots in landing on decks of small frigates, destroyers, and cruisers. The US Navy has been using the HRS on helicopter equipped surface combatants since the beginning of Light Airborne Multi-Purpose System MK III (LAMPS MK III) ships in the early 1980's. The current issues on the HRS include obsolescence of a number of components, but primarily the Electroluminescent (EL) panels on the stabilized bar. The legacy system also does not fully comply with the required Night Vision Imaging System (NVIS) compatibility for pilots flying on devices. There is degradation of light intensity and uneven intensity when EL lighting panels are replaced. These issues and the availability of improvements in technology and industry advancements made in recent years, has led to the decision to upgrade the current HRS light panels. The HRS Upgrade effort objective is to modernize the existing (EL) Panel Bar to Light Emitting Diode (LED) Technology. The goal is to replace the existing EL panels with a direct form/fit/function LED panel. The benefits of the HRS Upgrade effort will include reduction of total ownership costs, improved maintainability, and reduced obsolescence. The HRS Upgrade effort will include design and drawing updates. Full functional testing and a test report will be required. Any existing documentation for environmental testing will be requested. Representatives of US companies who have subsidiaries in foreign countries expecting to participate will also be considered under foreign national rules. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Navy to form a binding contract. INFORMATION REQUESTED: Interested vendors are requested to provide the following: - Company description - Provide manufacturing capabilities, including relevant history manufacturing similar parts and utilizing similar processes. - Provide examples and photographs or drawings/sketches of manufactured products of similar size and complexity. - Provide all applicable Federal standards, policies and regulations met. - Provide any additional information that will assist in understanding responses to this RFI. CONCLUSION In response to this RFI, all interested parties must submit written responses, preferably via electronic mail. The Navy does not intend to award a contract on the basis of this request or otherwise pay for the information solicited. While the Navy intends to use this information for future acquisition planning purposes, it will not release any information about your approach that might in any way compromise your competitive posture or proprietary information. The Navy will not use any information provided to level your company's approach relative to another competitor. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Navy will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Navy regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Submit your response in a Microsoft® Word or compatible format document in no more than twenty single-sided, single-spaced pages, 12-point, Times New Roman font, using a minimum of one-inch margins. Responses to this RFI are requested by 4:00 PM on 25 April 2014. Responses should cite RFI number N68335-14-RFI-0157 and be addressed to the attention of Ms Meryl Czaplinski, Code 2.5.2.5.2MC. Failure to respond to this RFI does not preclude participation in any future associated RFP/RFQ that may be issued. Information provided in no way binds the Navy to solicit or award a contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOps) website: www.fbo.gov.
