Description
The Syracuse VA Medical Center currently has a procurement request for a law enforcement training system to be used by the VA Police Department. This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Interested parties that can respond to this Combined Synopsis/Solicitation must provide evidence that they have a potential to meet the requirements as identified herein. Most importantly it needs to provide judgmental training to enhance our Officers understanding of shoot no shoot situations and corresponding decision making processes. The system needs to be capable of supporting four Officers training simultaneously as that would constitute a normal shift response in an active shooter situation. D.SPECIFICATIONS Brand name or equal to Meggitt Training Systems Item Numbers. Comparable items must have the same minimum characteristics of the requested items. Allows 1 to 4 officers to train in individual Marksmanship (Lanes), and 1 to 8 officers using lethal and less than lethal force techniques, as well as escalation/de-escalation, throughout the entire force continuum in Judgmental Training (Video). System includes installation and training. Software and scenarios included in price, quantity 1 each. Item #BF-FS-L-01-SYS - Compressed Air Bottle Assembly to be used with BLUEFIREr Fill Station. Includes Tank and Yoke Valve Assembly, quantity 1 each. Item #BF-FS-03 - BLUEFIRE Fill Station w/Initial BLUEFIRE, quantity 1 each Item #1028799 - Virtual Sig Sauer 229 DAK BLUEFIRE, quantity 3 each 12 Month Warranty, quantity 1 each If offering an "or equal item", please provide specifications, pictures, cut sheets, etc. Staff expectations after using: As Police Officers, our staff are required to respond and react to deadly force situations at a moment's notice without warning. This training system will put them through simulated situation that recreate these scenarios in a safe environment for learning. Anytime that force is used, the Department of Justice, the court can and will evaluate all of the training the Officer has received that caused them to make the decision that they did. It is common practice for Federal and Local Law Enforcement agencies to use training simulators, but it is imperative for court testimony purposes to use well known major manufacturers. This will assist in defending the Department of Veterans Affairs in any liability issues that arise from the court proceedings. Bare minimum equipment: The system must be encased in a protective case for storage. It must be portable and capable of being set up and used where and when space is available. It must have an instructor control station, a display and an audio system integrated into the system. It must be capable of supporting multiple Officers training simultaneously in the same scenario. It must have three SIG SAURER P229 wireless simulator firearms with the DAK trigger system. Also, it must be able to support the addition of the AR15 weapons platforms wirelessly as a future addition as they are approved VA Law Enforcement weapons systems. These simulated weapons must be within a 10% accuracy of the actual weapons system in both weight and center of gravity. The software must have the capability to use less than lethal weapons systems such as OC spray and Baton strikes in the scenarios. The software must include authoring capabilities which allow the firearms instructor to create agency specific scenarios and allow the instructor to designate specific hit areas on targets and scoring. The software must allow for verbal interaction with the simulation to improve verbal de-escalation tactics. E.SOLICITATION Evaluation will be made based on best value determination using the following criteria: socioeconomic status, past performance, price and delivery schedule. Socioeconomic status and past performance is significantly more important when compared to price. Resulting award will be a firm-fixed price contract.
