Description
FOR ALL INFORMATION CONTACT; Mark Conrad, mark.g.conrad.civ@mail.mil, 410-395-7013 RFI: Compatibility and Interoperability Testing of Commercial Off the Shelf (COTS) CREW systems for Foreign sales. This is a Request for Information (RFI) to determine the interest of commercial manufacturers of Counter-Remote Controlled Improvised Explosive Devices (RCIED), sometimes referred to as quote mark Counter-IED jammers, quote mark in providing candidate equipment for potential U.S. compatibility and interoperability (C&I) testing requirements in accordance with U.S. DoD Ground-based CREW Single Manager policy regarding Foreign Military Sales. However, actions that may result from this RFI do not include compliance with applicable export control requirements for technology protection and the International Traffic and Arms Regulation (ITAR), and system developers that attain successful C&I compliance must apply for licensing with the Directorate of Defense Trade Controls of the US Department of State. This RFI requests responses from industry regarding interest in participating in such system testing, modeling and simulation. It is the intent of the U.S. DoD that such system testing will be conducted at U.S. test laboratories and range facilities, using Government personnel, and contractor personnel who have signed appropriate non-disclosure agreements. All vendors desiring to be considered for an export license must fund system testing costs. Using the responses to this RFI, the Single Manager may be able to consolidate testing, reduce costs to participating vendors, and draft test schedules. From these test events, the Government will be able to provide a vendor with assessments of quote mark Compatible, quote mark quote mark Non-Compatible, quote mark or quote mark Compatible with System Modifications quote mark and quote mark Interoperable, quote mark quote mark Not Interoperable quote mark, or Interoperable with System Modifications. quote mark The Single Manager may support export licensing after this testing is completed. This support will be contingent upon the demonstrated completion of any required system modifications. However, final approval authority for export licensing is the Directorate of Defense Trade Controls of the US Department of State. Answering this Request for Information The responses to this market survey will be used for informational purposes. This is not a request for proposal of any kind.The Government will not pay for any information received or costs incurred in preparing the response to the RFI. Therefore any cost associated with the RFI submission is solely at the vendor's expense. The purpose of this RFI is to solicit statements of interest and capabilities from industry, including small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms. Respondents are requested to return a brief technical description of their counter-IED product, a statement of their interest in obtaining assessment for foreign sales in accordance with CREW Single Manager policy, any information regarding the time period company personnel and items for test might be available within the next 18 months, and any other information the respondent may consider helpful to the Government in structuring a test program. All responses to this market survey must be received 13 June 2014 at 11:00 PM EST.
