The Syracuse VA Medical Center currently has a procurement request for a bronchoscopy module system to be used by the VA Medical staff for training. This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Interested parties that can respond to this Combined Synopsis/Solicitation must provide evidence that they have a potential to meet the requirements as identified herein. The expectation is that the modules will effectively train the staff in order to be able to correctly complete the procedures for the modules that they have worked on. D.SPECIFICATIONS Brand name or equal to Simbionix USA Corp Item Numbers. Comparable items must have the same minimum characteristics of the requested items. See below for more info: Item #BR10100 - Bronch Mentor Basic System with 3 Bronchoscopy Modules (Essential, Diagnostic and Emergency). The module must train users by providing flexible bronchoscopy procedures, skill tasks and full clinical procedures. Must allow user to use oral or nasal entry. Must include conscious sedation and topical anesthesia administering, patient monitoring, and clinical complications. Must be simulated in a reactive manner, enhancing the bronchoscopic simulation to the full spectrum of the actual procedure. Virtual patient scenarios require diagnostic, therapeutic, and emergency interventions using a variety of bronchoscopic tools such as biopsy forceps, cytology brush and needles to biopsy endobronchial lesions and lymph nodes. Educational environments feature external visualization of bronchial tree, internal orientation aids, 3D scope manipulation guidance and interactive anatomy atlas. Item #BR10101 - EndoBronchial UltraSound, and EBUS-TBNA Module. The module must incorporate designated tasks, clinical cases and educational materials. Included tasks must be aimed at learning and practicing ultrasound image interpretation, relevant structures identification and correct workflow of EBUS-TBNA performance. Included clinical cases must feature a comprehensive patient environment, offering diverse scenarios for user to take decisions and perform EBUS-TBNA for various lymph nodes. This module must feature both curved linear and radial endobronchial ultrasound. Item #GI10107 - Gastroscopy and Colonoscopy Modules for both upper and lower endoscopic diagnostic and therapeutic procedures. Including Cyberscopy Modules. Modules for lower GI endoscopy must offer simulated virtual patient cases for training of colonoscopic techniques. The modules enable performance of a complete survey of the lower GI tract with an authentic forward viewing video-endoscope. Trainees will encounter true to life situations such as intestinal looping, complex colon anatomies and be able to practice therapeutic procedures such as biopsy and polypectomy. Modules must include simulated virtual patient cases for training of gastroscopic techniques. Modules must include a safe environment to perform a complete survey of the upper GI tract with a forward viewing videoendoscope, perform basic therapeutic procedures and identify typical lesions in a variety of upper GI anatomies and pathologies. Item #GI10101 - Gastric Emergency Bleeding Module. Must offer simulated gastroscopy bleeding cases. The module should provide training on emergency situation of the upper GI tract. The module must offer practice on both diagnostic procedures for symptoms of bleeding lesions and therapeutic procedures. Various accessories offered can be used for treatment of bleeding pathologies, such as spray catheter, a bipolar coagulation, an injection needle and, a cold snare for clot removal. Item #GI10102 - Flexible Sigmoidoscopy Module. The module should provide training on flexible sigmoidoscopy cases in order to help the user to become familiar with flexible sigmoidoscopy and the indications for colon cancer screening. The module enables practice of Flexible Sigmoidoscopy and biopsy techniques on difficult and unusual anatomies and pathologies. Modules should provide a realistic anatomy of the lower GI track including examination of the anus, rectum, sigmoid and descending colon, retro in the distal rectum for complete examination. Users should be able to improve their decision making skills, encounter high-risk situations, identify pathologies and make appropriate recommendations based on findings in safe environment Item #gi10103 - Duodenoscope (pre-requisite for ERCP and EUS Modules) Item #GI10104 - ERCP - Endoscopic Retrograde Cholangiopancreatography Module. The module should provide training on ERCP virtual patient cases. Modules must feature simultaneous displays of both endoscopic and fluoroscopic views, as well as a wide variety of accessories to perform therapeutic procedures. Modules must provide a realistic environment of the upper GI track in order for users to be able to complete training of this procedure. Users must be able to practice in papilla cannulation, fluoroscopic understanding of the biliary tree and pancreatic duct, sphincterotomy and stone extraction. Various endoscopic instruments offered include sphincterotome, needle knife, guide wire, stents, balloons and basket. Item #GI10105 - EUS - Endoscopic Ultrasonography Module. Modules must include systematic and didactic tasks, designed to train endoscopic ultrasound procedures. Must provide a learning environment that includes visual aids that appear on-screen at user's request. Must provide a performance evaluation environment in which the user's capabilities are tested and scored. Item #ML10100 - Optional MentorLearn Online Annual Software License for up to 5 systems and not more than 500 users (per center) Item #GI10100ADWR - Annual Extended Service - repair included at no charge, no charge parts replacement, all repairs or service to require on-site technical support and one scheduled on-site visit per contract period for preventive maintenance, evaluation, or additional training. E.SOLICITATION Evaluation will be made based on best value determination using the following criteria: socioeconomic status, past performance, price and delivery schedule. Socioeconomic status and past performance is significantly more important when compared to price. Resulting award will be a firm-fixed price contract.
