- SF30 Amendment 0001 is issued to: 1) Address and incorporate Request for Information (RFIs) 2) Revised Section 00120 to reflect response to RFI 3) Extend the proposal due date to 23 May 2014 at 10:00 A.M. KST. -------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- The purpose of this amendment is to issue the Request for Proposal (RFP) for N40084-14-R-0003, Design-Build to Renovate Softball Playing Field at Commander Fleet Activities, Chinhae, Korea. Proposals are due on 19 May 2014 at 10:00 Korean Standard Time (KST). Included in this amendment are the following: 1) SF 1442 2) Enclosure 1, Specification 3) Attachments 1 and 2 and Enclosures 2 and 3 ------------------------------------------------------------------------------------------- 1. This acquisition will be solicited as competitive procurement. All sources may submit a proposal or quote as applicable. However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), precludes the U.S. Government from granting Invited Contractor or Technical Representative status to any offeror, for this requirement. All sources submitting a proposal or quote, as applicable, including U.S. sources, must already have, or obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. Any contractor not already doing business in Korea as a local source, must submit adequate verification in its initial proposal or quote, that it has the requisite authorization and capacity to compete for the requirement as a local source, and to perform the contract as a local source. If an initial proposal does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror qualifies as a local source shall be determined by the Contracting Officer. 2. This procurement shall utilize a Two Phase Design-Build Selection Procedures issuing one solicitation with the intent to award a Firm Fixed Price Design-Build contract for the project entitled "Renovate Softball Playing Field at Commander Fleet Activities, Chinhae, Korea (CFAC)." Phase I of the procurement process is a narrowing phase for up to a maximum of five (5) firms (design-build teams) based on technical factors that include: Specialized Experience and Technical Competence (Experience of Offeror and Lead Design Firm), Management/Technical Approach, and Past Performance. Only those proposers selected in Phase I will be allowed to proceed into Phase II. Phase II proposals will be evaluated based on Phase I factors, Safety Approach, Technical Solution, and Price. 3. The project is comprised of one basic award item, CLIN 0001. 4. The Basic award (CLIN 0001) scope of work includes, but is not limited to labor, supervision, tools, materials, and equipment necessary for all design, engineering and construction services to renovate softball playing field in CFAC, Korea. The work is for replacement of existing natural turf / earth ground with new artificial turf system at softball field in CFAC, enclosed with existing fences and gates. 5. In support of design-build work, the Contractor shall employ the services of an architect/engineering professional experienced in the coordination of multi-disciplined architectural/engineering design efforts in all aspects of general building and new and renovation projects. 6. Per FAR 36.204, the magnitude of this project is between $500,000 and $1,000,000 7. Award will be made to the responsible offeror whose proposal, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price and technical evaluation factors. 8. Unless otherwise indicated in the synopsis, this is an Internet-only solicitation. It is the bidders/offerors responsibility to check this site daily in order to be notified of any changes to this solicitation. 9. The solicitation will be issued on or about 09 April 2014. Proposals will be due on or about 09 May 2014 at NAVFAC FAR EAST Chinhae, Korea at the time specified in the solicitation. 10. Offerors can view and/or download the solicitation at https://www.fbo.gov/ when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the Federal Business Opportunities (FBO) website for any posted changes.
