NUMBER: PR: 0040135988 POSTED DATE: 05/12/2014 SUBJECT:Yukon River Mixed Stock Analysis This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than May 15, 2014, by sending an e-mail to almeda_gaddis@fws.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY:Association Village Council Presidents INC, DBA: AVCP, DUNS: 085809515 FOR :Yukon River Mixed Stock Analysis ON:05/15/2014 NAICS:921150American Indian and Alaska Native Tribal Governments AUTHORITY:8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source FAR 6.302-2 Unusual and compelling urgency. Determinations not to compete this proposed procurement were made because: Office of Subsistence Management Project 14-207 is a mixed-stock analysis project for chum salmon in the Yukon River. Since 2004, regional stock contributions and run timing have been estimated for Yukon River chum salmon from samples collected in the species apportionment test fishery near Pilot Station. This information assists fishery managers in meeting escapements and harvesting at sustainable rates in order to maintain the productivity and evolutionary potential of Yukon River chum salmon. The Association of Village Council Presidents (AVCP) is a tribal 501(c) (3) non-profit organization that represents 56 federally recognized tribes. All of these tribes are members of AVCP and reside in small isolated villages that are not connected by road in the lower Kuskokwim and Yukon Rivers. AVCP represents the Pilot Station tribe where the test fishery at the sonar station takes place. They are only tribe in the area with local knowledge of river conditions and the skill and experience to collect samples by drift gill net in the species apportionment test fishery used in conjunction with sonar abundance estimation.
