- Draft Statement of Work Request for Information (RFI)/Market Survey for Banner Towing Services Joint Base Elmendorf-Richardson, Alaska Request for Information Response Instructions This RFI is for planning purposes only and is a market research tool to determine availability and adequacy of potential business sources. The Government is under no obligation to pay for information submitted in response to this RFI. All the information submitted will be considered and treated as public information. The vendor should not include any pricing or proprietary information. This is not a Request for Proposal or Quote; therefore, responses to this notice will not be accepted as offers. The businesses responding to this Sources Sought Notice must provide a Statement of Capabilities addressing the following: Demonstrate the skills, experience, knowledge, and capabilities necessary to perform the support services for the requirements specified within the Draft Statement of Work (SOW) attached to this announcement. Statements should address the specific requirements of the SOW and identify the firms' specific skills, experience, knowledge, and capabilities to complete these requirements, including, but not limited to a description of corporate experience with similar projects. The primary NAICS Code for this requirement is 481219 (Other Nonscheduled Air Transportation). Please provide the information requested in each of the following sub-sections: 1.1.1 Business Information 1.1.2 Capability Information 1.1.3 Program Concerns & Risk 1.1.1 Business Information • Company Name • Address • Point of Contact • CAGE Code • Phone Number • E-mail Address • Web Page URL • North American Industry Classification System (NAICS) Code • A statement as to whether your company is domestically or foreign owned (if foreign, indicate the country of ownership) • Based on the above NAICS Code, state whether (Yes / No) your company is: o Small Business o Woman Owned Small Business o Small Disadvantaged Business o 8(a) Certified o HUB Zone Certified o Veteran Owned Small Business o Service Disabled Veteran Owned Small Business o Registered on System for Award Management (SAM) • Indicate whether your firm possesses an approved Defense Contract Audit Agency (DCAA) accounting system 1.1.2 Capability Information Describe your company's capability to deliver a solution to the listed requirements. Ensure your submission addresses the following areas of interest to the Government: • Identify those portions of the requirements in which your company is capable of meeting as well as those requirements which fall outside your scope of expertise or would require a teaming arrangement to fulfill. As part of your response, indicate whether you have any current arrangements with third-party companies who may be interested in partnering in order to provide a full solution to the Government's requirements. • List and describe specific past performance which you believe to be relevant to this effort and the stated requirements. Please limit your relevant feedback to the past five years only and include the following information: o Contract Number(s) or Customer/Company Name: o Point of Contact (POC): o City/State of Contract Performance: o Type of Contract Vehicle and CLIN structure: o Customer Contracting POC Email address: o Customer Contracting POC Phone number: o Brief description of your direct support of the effort • Market research is still being conducted on contract type (i.e. FFP, Cost Reimbursement) and CLIN structure. What does your company suggest and why? What is the normal contract structure for the commercial market place? • Does your company have experience servicing this type of requirement in an Arctic environment? Please list relevant Arctic experience. 1.1.3 Program Concerns and Risk Provide any additional feedback regarding the described program which you feel is relevant to the Government's market survey. In addition, based upon your experience with similar contracts and efforts please identify any other issues, situations, or processes you perceive as risk areas. 1.1.4 Submission Requirements Potential sources should only submit the minimum information necessary and shall not exceed twenty (20) pages. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The Government may contact potential sources for additional information as required. Interested parties considering themselves qualified to perform the above-listed services are invited to submit a response to this RFI by 4:00 pm Alaska Time 19 May 2014. Please submit all documentation by email in PDF format and state in the subject line "RFI Response Banner Towing" Responses received after this date and time may not be reviewed. Questions or clarifications in regards to this RFI should be emailed to the addresses listed above no later than three (3) U.S. business days prior to the response date listed above. If questions are received, the Government answers will be posted on the FBO website, and the questions' source will not be identified. If publishing the answer to your question on FBO could compromise your competitive strategy please state as such in your correspondence and the Government will act accordingly.
