- Description
- The Naval Air Systems Command (NAVAIR) intends to mount onto the P-8A 100 pounds of support structure and equipment within the Electronic Support Measures (ESM) radome aft of the scanner antenna. It is assumed positive margins can be shown without changes to the existing P-8A structure with the exception for new interface holes. NAVAIR's preferred approach is to cantilever the point load off the ESM support structure. If this max load is insufficient, NAVAIR will want to consider attaching to structure farther aft within the ESM radome footprint. NAVAIR intends to issue a delivery order under Basic Ordering Agreement N00019-11-G-0001 to The Boeing Company (Boeing), 7755 East Marginal Way, Seattle, WA 98124-2499, on a sole source basis. Under the planned order, Boeing shall provide: (1) the max allowable loads at the new antenna support at each interface fastener location; (2) the ESM support structure as Initial Graphics Exchange Specification data and define a ‘stay-in' envelope; and (3) dimensional data, consultation and guidance to NAVAIR's interface detailed design effort. NAVAIR will provide the final interface design to Boeing for Boeing's substantiation of the P-8A structure. Additionally, Boeing shall: (1) calculate the max loading at the interface locations; (2) design for two bulkhead feed-thru connectors and penetration of the pressure vessel (the penetrations will be similar to existing ESM multi-port connectors); (3) provide recommendations to NAVAIR to determine the best location for these penetrations; and (4) provide structural and fatigue analysis of the P-8A structure (to include the ESM support structure), substantiating the max interface loads with sufficient documentation and justification for NAVAIR to obtain an Interim Flight Clearance. The planned period of performance of this effort is 45 days within the July 2014 through August 2014 timeframe. This contract action requires expertise in P-8A engineering, integration, and testing. The planned sole source order is in accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements." Boeing is the sole designer, developer, and manufacturer of the Boeing P-8A airframe, as well as the sole integrator of the avionics systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to the requirement. Any interested party must have the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort within schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate respondent's ability to perform to the Government's needs within the required response time.
