.. Statement of Work Financial Consulting Services B.1 Provide guidance on economic studies, benchmarking and streamlining analysis. Specific Tasks 1.Perform an initial one-week evaluation of current resource program planning practices at the Jackson VAMC level and provide a report containing observations and recommendations. 2.Meet on-site monthly with the resource management staff to review execution of the planning processes, implementation and development of oversight reports, and technical review of on-going audits and evaluations. These monthly visits are anticipated to be three to four days in duration. Visits during optional period will consist of telephonic I video conference calling and three on-site visits two to three days in duration. 3.Provide additional technical program planning training and executive coaching to network resource management staff as needed while on-site. 4.Provide phone consultative advice during the rest of the month, expected to be approximately 2 hours per week. 5.Recommend specific reporting tools for the resource management department to review existing VA resource data bases and suggest report format to submit for executive review. 6.Provide an update of execution and progress at the project mid-point and conclusion of contract to the Jackson VAMC Director, Associate Director and CFO. Period of Performance Approximately six months from the project start date with an option for six additional months for follow up and consultation. Requirements of Contractor oDemonstrate proven knowledge of VA-specific management data bases in VHA. oDemonstrate proven experience with VA-specific reporting processes and resource analysis. oDemonstrate proven understanding of VHA health care system performance measurement processes. oFamiliarity with VHA operations and processes. B.2 Purpose Jackson VAMC provides primary, second and tertiary medical, neurological and mental health inpatient care. Services include hemodialysis, sleep studies, substance abuse treatment, post traumatic stress disorder (PTSD), hematology/oncology, and rehabilitation programs. Both primary and specialized outpatient services are available, including such specialized programs as: ambulatory surgery, spinal cord injury, neurology, infectious disease, substance abuse, PTSD, readjustment counseling, and mental health diagnostic and treatment programs. Comprehensive health care is available for female veteran patients. An 86-bed Community Living Center (including a palliative care unit), community nursing homes, three 150-bed state veterans nursing homes, VA community clinics, and a variety of outpatient programs are utilized to support the needs of aging veterans. This medical center is the Clinic of Jurisdiction for the State of Mississippi and provides administrative support to the South Central VA Healthcare Network (VISN 16), the Veterans Outreach Center, the Veterans Benefits Administration Regional Office, and the National Cemetery in Natchez. Effective, accurate, and timely budgetary planning and management support is essential to the operations of VISN 16. Due to turnover in key positions, the current resource management staff within the Network has a lack of VA-specific experience. VISN 16 leadership has identified an opportunity to address this risk and enhance the proficiency and effectiveness of the staff through the assistance of a contractor with extensive VA-specific management and consulting expertise to improve the organization's performance with strategic resource planning and meeting mission goals as they relate to resource management. Project Scope VHA seeks expert technical assistance in support of the Chief Financial Officer and senior Financial Management staff at the Jackson VAMC. Specifically, Jackson VAMC requests consultative services from experienced management, facilitation, and coaching professionals to provide expert advisory, process, and mentoring support. The technical advisor must provide the following services: oAssist Jackson VAMC senior management team with development of strategic resource plans. oReview and provide suggestions regarding oversight processes for studies, analyses, scenarios, and reports relating to the organization's strategic and resource planning programs. oProvide expert feedback to the network resource management staff on the technical execution of the planning processes. oWork with facility managerial staff to develop a consolidated reporting system to provide adequate oversight and analysis of resource program planning. oProvide recommendations on potential performance improvement measures.
