- Draft Performance Work Statement Title: Contract for the Design and Conduct of the Fifth-Grade Round of the Early Childhood Longitudinal Study, Kindergarten Class of 2010-2011 (ECLS-K:2011) Description: **This Notice is not a Request for Proposals (RFP).** The United States Department of Education's (Department) Institute of Education Sciences (IES) has a requirement to conduct the third cohort of the ECLS-K:2011 longitudinal study of young children supported by the National Center for Education Sciences (NCES). The purpose and objectives of the "Design and Conduct of the Fifth-Grade Round of the Early Childhood Longitudinal Study, Kindergarten Class of 2010-2011(ECLS-K:2011)" study is to provide important information on children's early learning and development, transition into kindergarten, and progress through the elementary grades. The study collects data about the child and the child's school, classroom, teacher(s), regular before- and after-school care, and family. Information about the ECLS-K:2011 and the two prior studies (ECLS-K and ECLS-B) can be found at http://nces.ed.gov/ecls/. The Longitudinal Studies program at NCES is authorized by law under Title 20, USC, Section 9543a, 2006: The Statistics Center shall collect, report, analyze, and disseminate statistical data related to education in the United States and in other nations, including - (7) conducting longitudinal and special data collections necessary to report on the condition and progress of education. The North American Industry Classification System (NAICS) code used to define this procurement is NAICS 541720: Research and Development in the Social Sciences and Humanities. All responsible sources may submit a proposal, which will be considered by the agency. The anticipated contract type will be Hybrid in nature containing both Fixed- price and Cost-reimbursement Tasks. The period of performance shall be sixty (60) months from the effective date of contract award. NCES/IES will monitor the work performed under the ECLS-K:2011 study. This notice is not a Request for Proposals (RFP). It is anticipated that the RFP will be available on or about May 27, 2014 through the website at http://FedBizOpps.gov for Full and Open Competition. As such, both large and small businesses in various socio-economic categories may submit proposals.
