- The U.S. Securities and Exchange Commission (SEC) intends to award a fixed-price purchase order on a sole source basis to Stanford Clearinghouse for access to the Securities Class Action Clearinghouse. The contracting officer has determined that Stanford Clearinghouse is the only source that can reasonably meet the SEC's requirement in accordance with FAR Part 13.501(a). The Securities Class Action Clearinghouse provides detailed information relating to the prosecution, defense, and settlement of federal class action securities fraud litigation which is needed by SEC staff. By digitizing and linking the full text of complaints, motions, dockets, judicial opinions, and other major class action filings, together with summaries and analyses of those lawsuits into a single website with its own full-text search engine, the Stanford Clearinghouse offers information that is more detailed, timely and nuanced than can be found on any other service. The period of performance for the purchase order is anticipated to be one base year with four (4) one (1) year option years and the total value of the order shall be below the Simplified Acquisition Threshold. The SEC intends to award a purchase order to Stanford Clearinghouse on or about June 4, 2014. This notice is not a competitive request for proposals. A competitive solicitation will not be issued. However, the Government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date, May 23, 2014.
