- PURPOSE: The Department of Interior (DOI) Acquisition Services Directorate (AQD) on behalf of the Federal Housing Finance Administration (FHFA) through the use of the Interior Franchise Fund (IFF) is seeking to obtain market research from vendors to assist the Government in understanding the capabilities available in the Strategic Software Vehicle industry. Additionally, the market research will assist the Government in determining how small business could fit into the acquisition strategy. BACKGROUND: FHFA is working to strengthen and secure the United States secondary mortgage markets by providing effective supervision, sound research, reliable data, and relevant policies. FHFA is an independent regulatory agency responsible for the oversight of vital components of the secondary mortgage markets-the housing government sponsored enterprises of Fannie Mae, Freddie Mac and the Federal Home Loan Bank System. Combined these entities provide more than $5.5 trillion in funding for the U.S. mortgage markets and financial institutions. Additionally, FHFA is the conservator of Fannie Mae and Freddie Mac. FHFA is building a better secondary mortgage market for the future. FHFA is pursuing a series of initiatives and strategies to improve the future system of housing finance. One important initiative is the creation of a new Common Securitization Platform that will serve the dual purpose of modernizing current outdated infrastructures and provide the potential for other market participants to use the same infrastructure. FHFA works with those they regulate to preserve homeownership through the Home Affordable Refinance Program (HARP) and the Home Affordable Modification Program (HAMP). The programs provide real help to homeowners and communities - to date these programs have helped millions of Americans remain in their homes. FHFA was created on July 30, 2008, when the President signed into law the Housing and Economic Recovery Act of 2008. The FHFA mission is to ensure the Housing Government-sponsored Enterprises operate in a safe and sound manner so they serve as a reliable source of liquidity and funding for housing finance and community investment. Together these institutions provide more than $5 trillion in funding for the U.S. mortgage markets and financial institutions. NOTICE: This RFI is being issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to a contract for any supply or service whatsoever. Furthermore, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not reimburse for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties expense. Not responding to this RFI does not preclude participation in a future RFP, if one is issued. Sources Sought: This RFI is seeking responses from vendors to address the questions below. FHFA is looking for a Software Strategic Source for the items identified in the attached document. Additionally, FHFA is seeking information pertaining to the questions identified below. Marketing brochures and/or generic company literature will not be considered. Not addressing all the requested information may result in the Government determining the responder is not capable of performing the scope of work required. Government Questions: 1. Are there any other government agencies where you are providing software maintenance and/or software acquisition support? If so, please provide the points of contact for each. 2. Would a single source be capable of providing the support for all of the items identified in the attached spreadsheets? 3. What is the typical pricing structure for the Industry? 4. In order to allow for ordering flexibility in regards to changes in quantities throughout the life of the potential contract, what would be the best environment for FHFA to compete these goods or services? 5. What are the largest challenges you observed when working with federal clients? 6. FHFA is considering a Best value/Trade-off approach for this. If this requirement becomes a formal solicitation, what should FHFA consider when trying to determine what is the best proposal including the evaluation factors? Please explain the recommendations. The following are several examples, but firms are encouraged to elaborate further by commenting on the value of the factors being considered, suggest others, or recommend eliminating. -Key Personnel -Past Performance -Percentage of items Vendor can support -Management Plan -Implementation Plan -Technical Approach 7. What process do you use to verify and manage software inventories? 8.If FHFA decides to conduct oral presentations as part of the source selection process, what do firms believe is an effective way of evaluating offers during oral presentations? -A software or website demonstration. -A scenario provided with the solicitation and having firms brief the solution. Submission: Providers with the capability to provide the requirements referenced herein are invited to submit, in writing, information within the page limitation specified. This information should be responsive to the request for information as well as any technical questions, as indicated herein.   Questions from Interested Providers Please refer all questions/comments to the Contracting Officer, Mr. Rob Stoltz at Rob_Stoltz@ibc.doi.gov. FedBizOps will be the sole repository for all information related to this RFI. Vendor questions and Government responses will be posted to FedBizOps. No questions will be addressed via oral communication. All requests for clarification must be in writing, to the address listed below, and shall be in electronic format in the attached Questions Template (Attachment 2), and submitted via email. All submissions must reference this RFI title. All requests for RFI clarification are due no later than 2:00 ET, Friday, May 16th, 2014. Requests transmitted via facsimile (fax) will not be accepted. Should any request for clarification be received after the date stated and time stated above, the Government reserves the right not to provide an answer. If, however, in the Government's opinion, the request for clarification cites an issue of significant importance, the Government may provide written responses to all potential providers. Please note, questions and comments will not be protected, by the Government, as proprietary. RFI Response Length and Format All interested providers should construct responses in twenty-five (25) pages or less and in Microsoft Word format. Appended materials, such as Provider brochures or information, are permitted and will be excluded from the twenty-five (25) page limitation. Submissions should be in a Microsoft Office compatible format (i.e., Microsoft Word, PowerPoint, Excel, etc.) or Adobe Acrobat A page is defined as an 8.5 inch by 11 inch sheet of paper with no less than one-inch margins on all four sides; All pages shall be single-spaced, single-sided, with a font no less than 12 points for text and no less than 10 points for tables and graphics; Spacing before and after the line shall be no less than 3 point; the following page types do NOT count towards the page limitations: -Section dividers -Blank pages, which must be marked -This page intentionally left blank- -Fold-outs shall be counted as the appropriate number of pages based upon an 8.5 inch by 11 inch sheet of paper; partial pages shall be rounded up (e.g., 1.5 pages will be treated as 2 pages.); RFI Responses Interested providers are requested to submit a response no later than 2:00 PM ET on Friday, May 30, 2014 to the Contracting Officer, Mr. Rob Stoltz at Rob_Stoltz@ibc.doi.gov. Submissions shall be submitted electronically and not exceed twenty-five (25) pages. Paper copies will not be accepted. The responses must include the business size of the vender under NAICS code 511210 (Service Disabled-Veteran Owned Small Business, Veteran-Owned Small Business, Women-Owned Small Business, HUBZone Small Business, Small Disadvantaged Small Business, Historically Black College and University/Minority Institution, Small Business Joint Venture, Consortium, Team Partnering, or Large Business). Additional Information This RFI is issued solely for information purposes and does not constitute a solicitation or obligation on the part of the Government. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Providers will not be reimbursed any costs associated with developing responses and/or providing information in response to this RFI and/or any follow-up information requests. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All Government and contractor personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding technical point of contact will not be given and no appointments for presentations will be made.
