Description
The purpose of this amendment is to: 1.) Change the contract type from a Firm Fixed Price three year Contract to a one time purchase of 18 wildlife water catchment tanks. 2.) To extend the response date to 16 May 2014 by 5:00 MST. 3.) Change the total estimated amount for this requirement from $350,000 to under $115,000. 3.) To change the contracting Officer from H. Reb Conn to John P. McLaughlin The Bureau of Land Management (BLM), Department of Interior, Las Cruces District Office (LCDO) in New Mexico intends to award a sole-source three year Firm-Fixed Price (FFP) requirements contract (FAR 16.503) to Boss Tanks, Inc., 7861 E. Idaho Street, Elko, Nevada 89802 for a minimum of 18 wildlife water catchment tanks and a maximum of 50 over the three years to be built in accordance with BLM's minimum specifications. A Sources Sought, L14PS00241, was issued on 12 March 2014 for this requirement and ended on 28 March 2014 where only Boss Tanks, Inc. was the only vendor who responded that could meet the BLMs minimum specifications. If any respondents want a copy of the BLM's minimum specifications for the wildlife water catchment tanks, please email John P. McLaughlin at jpmclaughin@blm.gov. This action is authorized by and in accordance with Federal Acquisition Regulation (FAR) 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. A Request for Quote (RFQ) or Request for Proposal (RFP) will not be issued by the BLM and no response will be made to letters or telephone requests for a copy of the solicitation as one will not be produced. This is not a request for competitive quotes, but serves a procurement notice to fulfill public posting requirements in accordance with FAR 5.101 and 5.203. This requirement shall not exceed $350,000 over the life of the contract and NAICS Code 237110 shall apply. Respondents, other than the above, should submit electronically, at a minimum, their qualifications and any other information considered pertinent to the requirement to the Contracting Officer no later than 14 May 2014 by 5PM MST. It must clearly show the firms ability to be responsive without compromising the quality, accuracy or reliability of the materials without causing programmatic hardship to the BLM. All responsible sources may submit a capability statement which shall be considered by the agency. Anticipated award date is estimated to be around the end of May 2014. Respond to John P. McLaughlin, by email (preferred) to jpmclaughlin@blm.gov, telephone (575) 525-4400, fax (575) 525-4390, or mail to The Bureau of Land Management, Las Cruces District Office, 1800 Marquess Street, Las Cruces, NM 88005.
