Description

This is a Request for Information (RFI) only. The primary purpose of this notice is market research. Information gained from as a result of this solicitation will be used for planning purposes. The Veterans Integrated Services Network 18 (VISN 18) consists of 7 VA Healthcare Systems: Albuquerque, NM; Amarillo, TX; Big Spring, TX, El Paso, TX; Phoenix, AZ; Prescott, AZ; and Tucson, AZ. VISN 18 is seeking small business sources (i.e. Service Disable Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, 8(a), Woman Owned, Small Disadvantaged, Small Businesses, etc.) to provide Home Oxygen, Durable Medical Equipment (DME), and related supplies and services for eligible beneficiaries within the VISN 18 catchment area. The NAICS Code for the acquisition is 532291, Home Health Equipment Rental, and the Size Standard is $30,000,000. To express interest in the impending solicitation, please send the following information to the POC below: "Offeror's company name, DUNS, full address, point of contact, title, phone number, and email address. "Offeror's capability to meet this requirement including any current contracts (Civilian or Government) to include meeting the above listed accreditations or similar standards, facility description, capabilities, and certifications. Responses must show clear and convincing evidence that your company and its employees have the capabilities, training, and qualifications to provide this service to be considered as a source. "Socioeconomic status (whether Service Disable Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, 8(a), Woman Owned, Small Disadvantaged, etc.). If stating SDVOSB or VOSB status, your company must be verified with the seal/icon or show pending verification in VetBiz Registry (https://www.vip.vetbiz.gov//) to be considered as a SDVOSB or VOSB source. Responses may be emailed to Greg Wilde ( gregory.wilde@va.gov ). All interested parties are reminded to be registered with the System for Award Management at https://www.sam.gov and at the eCMS VA VENDOR PORTAL to do business with VA: https://www.vendorportal.ecms.va.gov/eVP in order to be eligible for award of Government contracts. VETERAN-OWNED BUSINESSES - Please be sure to register and get validated at http://www.vetbiz.gov Scope of Requirement: VISN 18 currently serves 8,300 veterans who require oxygen on a daily basis. There were 5,700 referrals for DME Set-up and Service in made by VISN 18 in the past fiscal year. Unique Features: One attribute of particular value to VISN 18 is for offerors to this requirement is the ability for a veteran to be seen no matter where they are traveling throughout the country. Offerors to this solicitation should either be a part of a nation-wide network of oxygen/DME providers, or possess the ability to subcontract with local vendors nationally. The secondary purpose of this RFI is to gather ideas and input from industry on the Statement of Work (SOW) in draft form below. For questions, or suggestions, please contact the POC for this RFI. The proposed contract when and if awarded shall be effective from the date of award for one year, currently estimated to be January 1, 2015 through December 31 2015. Four one-year option periods are also included and may be exercised by the contracting officer. They are currently estimated to run in succession from January 1, 2016 through December 31, 2019.
