- DRAFT SOW This is a Sources Sought Notice. This notice is only a market survey for information which will be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. No reimbursement will be made for any costs associated with providing information in response to this notice or nay follow up information requests. The United States Agency for International Development (USAID), Office of Acquisition and Assistance (OAA) in Washington, D.C. intends to award a single award with a base period of two years with three one year options. The purpose of this contract is to provide technical and administrative assistance to the Bureau for the Middle East by facilitating USAID’s external peer review process while assisting in both the processing of large volumes of research proposals and oversight of ongoing activities for the Middle East Regional Cooperation/Cooperative Development Research (MERC/CDR) Program. The purpose of this notice is to gain knowledge of interest, capabilities and qualification of various members of the Small Business Community to include Small Businesses, Veteran-Owned Small Businesses, Service-Disabled Veran Owned Small Businesses (SDVOB), Historically Underutilized Business Zones (HUB-Zone), Small Disadvantaged Businesses, Women-Owned Small Businesses, and 8(a) Businesses. The type of solicitation to issue will depend upon the responses to this sources sought notice. It is USAID’s intention to find small business sources that are qualified and/or possess the capability to perform this type of requirement. It is envisioned that the final contract will be awarded as a cost plus fixed fee (CPFF) contract. Interested small business concerns are requested to submit (1) an expression of interest and (2) a statement of capabilities (SOC), no later than June 2, 2014 by 1:00 pm EST. The expression of interest shall state the following: · Name of Institution · Mailing Address · Telephone No. · Fax Number · E-mail Address · Web page – if available · Contact Person and Title · Type of Small Business Concern (e.g. 8(a), HUB-Zone, etc.) · Year of Incorporation The SOC shall not exceed five (5) pages and shall include a brief narrative that demonstrates the company’s capability to perform the requirements contained in the attached draft of the SOW. Only electronic copies of the expression of interest and the SOC sent to alhenderson@usaid.gov will be accepted.
