Description
The Social Security Administration intends to extend contract number SS00-10-60005 with Virginia Commonwealth University (VCU), Richmond, Virginia on a sole source basis for a period of nine and one half months. The purpose of this contract is to provide specialized training and technical support to projects holding a Work Incentive Planning and Assistance (WIPA) cooperative agreement, SSA demonstration project staff, and community partners. This includes updating and developing reference materials, providing initial and supplemental training to increase or maintain the consistency, thoroughness, and accuracy of services beneficiaries receive, and providing support to the WIPA projects and to Social Security on the practical use for the data system we require. VCU currently supports WIPA projects by providing work incentives planning, assistance, and outreach services in all States, the District of Columbia and the U.S. territories. WIPA projects serve adult Social Security and Supplemental Security Income beneficiaries with disabilities, targeting populations such as transition-age youth and members of Native American communities who receive Social Security or Supplemental Security Income and other benefits based on disability. The goal of the WIPA program is to assist such beneficiaries in their efforts to work, primarily by removing one of the major barriers: uncertainty and fear about the immediate and long-term effects of work on net income and healthcare coverage. This extension will cover the period of 11/12/2014 through 8/31/2015. However, the technical assistance and training support will only be required through 6/11/201. It is necessary to extend this contract through 8/31/2015 to allow for time to complete the final annual report. This procurement is being made under the authority of FAR 6.302-1 (41 U.S.C.3304(a)(1)) "Only one responsible source and no other supplies or services will satisfy agency requirements." The sole source is based on the VCU's unique ability to perform the services during this transition period. VCU staff and subcontractors have unique skills and expertise assisting Social Security grantees to understand and communicate the incredible complexity surrounding return to work for people with disabilities. VCU has an intimate understanding of the WIPA projects, the database WIPA projects use, and the intricacies of protocol and experience of the Helpline, demonstration projects and community partners. Given the short period of performance for this extension, VCU as the current technical assistance and training provider, is in a unique position to provide the continued services without any impact to WIPA projects and other customers. This is not a formal solicitation. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that the required capability is available from other sources and competition would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no affirmative written response is received, the procurement will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
