- The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1)(i), with the Dr. Ronald Henry for the procurement of Source area identification and temporal change estimated through inverse modeling of near-port measurements. Specific tasks and deliverables of this requirement are as follows: - The contractor shall provide the EPA with written document articulating the proposed data analysis approach which will address the following key research questions: What is the port-area contribution air pollutant concentrations measured at the Region 2 Port-area Investigation of Emissions Reduction (R2PIER) station? What are the detected emission changes at the port over time? Complicating factors and ancillary data should be considered, such as accounting for regional background which may vary with time/wind direction and changing traffic patterns at the port. - The contractor shall provide EPA a Quality Assurance Project Plan (QAPP). - The contractor shall provide initial model simulations and advanced time series analysis of the real-time pollutant measures (black carbon (BC), carbon monoxide (CO), oxides of nitrogen (NO, NO2), sulfur dioxide (SO2), and fine particulate matter (PM2.5)) addressing the key research questions in the form of PowerPoint presentation slides, using available quality assured field data collected to date. - The contractor shall provide a draft final report, including model simulations and ancillary data analysis of the final quality assured data set (estimated available in December 2014), addressing the key research questions. - The contractor shall also provide clearly commented computer code (MATLAB or R) for each model simulation run or time series analysis as documentation. EPA has identified the Dr. Ronald Henry as being uniquely qualified to provide these services to the U.S. EPA based upon the following: The nature of the acquisition requires a contractor that possesses the unique capability of non-parametric trajectory analysis (NTA) model algorithm development and application. As the NTA model was developed by a particular individual, Dr. Henry is the only known source with the unique expertise able to satisfy the Government's requirements which involve model customization and application. This procurement will be accomplished under FAR Part 13 Simplified Acquisition Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
