Description
Synopsis/Solicitation: This is a combined synopsis/solicitation for commercial items prepared in accordance FAR Part 12; Acquisition of Commercial Items and shall be used as supplemented with additional information included in this notice. This requirement is being solicited as a 100% Set-Aside for Small Business. The United States Air Force, 633 rd Contracting Squadron located at 402 Helms Avenue, BLDG 801, Langley AFB VA 23665, intends to award THE ACQUISITION OF A BIO DETECTION READER AND VARIOUS TEST STRIPS. The requirement calls for the acquisition of a Tetracore Inc. (or equivalent) Biological Detection Reader and associated Tests Strips This announcement constitutes the only solicitation. Quotations are being requested under solicitation number 14_0062. The NAICS code is 334519. The small business size standard is 500 employees. See below for the specific description for the reader and test strips. Delivery shall be FOB Destination to The United States Air Force, 633rd Contracting Squadron, 402 Helms Avenue, BLDG 801, and Langley AFB VA 23665. This resultant contract from this solicitation will be firm fixed price. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-08. The following clauses and provisions apply to this acquisition: 52.212-1 Instructions to Offerors Commercial Items. The provision at 52.212-2 Evaluation Commercial Items; the evaluation criteria are as follows: (1) Price, (2) Delivery and (3) Product Performance. The contract award will be Offeror who provide the overall best value to the Government at the lowest price technically acceptable. All offerors must submit a completed form FAR clause 52.212-3, Offeror Representations and Certifications Commercial Items. This clause may be downloaded, free of charge, at https://www.acquisition.gov/FAR. Offerors who fail to submit a completed FAR 52.212-3 may be considered nonresponsive and will not be considered for award. Offerors must be registered with the System Award Management (SAM) per FAR-7, System Award Management. Offerors who are not registered with SAM may be considered nonresponsive and will not be considered for award. The contractor will be required to provide along with price, a delivery schedule, and technical literature describing the products. Submission must contain Offerors name, address, and point of contact name, phone number, email address, fax number, tax identification number and DUNS number. Additionally, this solicitation includes: FAR 52.211-6 Brand Name or Equal; FAR 52.212.-4 Contract Terms and Conditions Commercial Items and 52.212-5 Contract Term and Conditions required to implement Statutes or Executive Orders-Commercial Items; Paragraph (B) of 52.212-5, the following apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, 52.223-6 and 52.247-34; FAR 52.203-6 (Alt 1) 52.203-6 Restrictions on Subcontractor Sales to the Government (SEP 2006) (ALTERNATE I-OCT 1995); FAR 52.222-19; Notice to the Government of Labor Disputes; FAR 52.232-8; Discounts for Prompt Payment; FAR 52.246-2; Inspection of Supplies-Fixed-Price; FAR 52.246-4; Inspection of Services- Fixed-Price; and FAR 52.246-16 Responsibility for Supplies.
