- Description
- The General Services Administration (GSA), Public Buildings Service (PBS), Acquisition Management Division (AMD) has a requirement to support the Capital Planning Division. GSA intends to award a single or Multiple Award fixed-price contract to one or more small business sources capable of providing Fair Annual Rent (FAR) appraisals. The Government anticipates awarding a Single or Multiple Award contract to one or more selected Offerors, subject to the conditions set forth herein. Since a Single or Multiple Award contract will be made, Offerors will be given a fair opportunity to be considered based on their qualifications and capacity to perform the required work. Also, Offerors will have the liberty to submit a price proposal for one or more of the seven (7) property groups. This requirement is a total small business set aside. The associated NAICS code is 531320 and the small business size standard is $2.0 M. The contract appraiser will provide estimates of FAR of office and/or industrial spaces for Federally-owned buildings in the region. The office rates required will consider space in "as-is" condition or " as building shell " (per specified GSA shell as denoted in the FAR Appraisal Instructions) or " as renovated " and fully serviced. Any of the industrial buildings listed will require fully serviced in " as is " condition unless otherwise noted. The Contractor is responsible for having current knowledge of the requirements of state law in connection with real estate appraisals. Appraisers shall be appropriately State certified or licensed; their signatures must be affixed to the appraisal report and certification and in good standing with the licensing authority where the credential was issued. The primary appraiser must and any contract signatory must inspect in conjunction with this appraisal, the asset to be appraised. GSA will provide the appraiser with a list of buildings, type of rate required, square footages, rentable/usable factors and any parking rates/analysis required for the building. In addition GSA will furnish detailed space summary classification reports, detailed floor plans and other pertinent data when available. NOTE: There are seven (7) different appraisal packages relative to this solicitation. The seven packages are designated as Washington, DC properties (Group A - D), Maryland properties (Group E-F), and Maryland/Virginia properties (Group F). Potential Offeror's may submit a price proposal for one or all of the different packages. GSA anticipates issuing the Request for Proposal (RFP) within 3 days from the posting of this notice.
