- SOW NOTICE OF INTENT TO SOLE SOURCE: The Centers of Disease Control and Prevention (CDC) plans to issue a sole source award to Society for Assisted Reproductive Technology, 1209 Montgomery Hwy, Birmingham, AL 35216-2809. As the agency believes that this is the only vendor available to provide the items listed below.CDC intends to procure these services, utilizing the sole source authority under FAR 6.302-1. The circumstances of the contract action deem only one source. SART is the only professional organization of ART providers in the U.S., SART establishes guidelines and recommendations for ART clinical standards and are the most qualified group to evaluate ART clinics' adherence to these same guideslines and recommendations to ensure safe clinical practice. CDC is not requesting competitive proposals and no solicitation is available. The North American Industrial Classification System (NAICS) code for this procurement is 541690 and the small business size standard is $4 million. The vendor will provide technical assistance in order to maintain a successful track record of complying with the Federal mandate for ART surveillance, and to support U.S. ART clinics to provide high quality clinical care. Assisted Reproductive Technology (ART) is defined to include all fertility treatments in which both egg and sperm or embryos are handled. The specific objectives are to: 1) Maintain an Excel spreadsheet listing of all ART clinics that includes information on clinic location and medical director, and laboratory accreditation; 2) Conduct quality assurance and educational visits and phone calls to a sample of ART clinics with a record of poor performance or outcomes; 3) Provide a forum for sharing advancements in ART practice as well as public health surveillance in the field of ART. This notice is issued for informational purposes only. Firms that believe they can provide the required services are encouraged to identify themselves and submit a written capability statement indicating how they can meet the Government's requirement attached to the Contracting Specialist below no later than 2:00 PM Eastern Standard Time, June 5, 2014. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a future competitive procurement. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses. Submit information to Priscilla Turner at pgt5@cdc.gov. If no responses are received, award will be made to the Society for Assisted Reproductive Technology, 1209 Montgomery Hwy, Birmingham, AL 35216-2809. Award will be made under the authority of FAR 6.302-1 without further notices being issued. All responses received shall be considered by the Government.
