Information for Industry Day at Tinker AFB, OK RC-26 Contractor Logistics Support (CLS) Request for Information Synopsis: This is a Request for Information (RFI) for market survey purposes only. This is not a solicitation for proposals and no contract shall be awarded from this announcement. The purpose of this announcement is for Market Research only In Accordance With (IAW) Federal Acquisition Regulation (FAR) Part 10 and is being issued in IAW FAR subpart 15.201(e). No reimbursement shall be made for any costs associated with providing information in response to this announcement or any follow up information requests. Nothing shall be construed herein or through this market research process to commit or obligate the Government to further action as a result of this research. The Air Force Life Cycle Management Center is seeking to specifically identify businesses under NAICS code 488190 which has a corresponding Size Standard of $30M and other firms that may be capable of providing all or portions of Contractor Logistics Support (CLS) services for the USAF fleet of RC-26 aircraft. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all businesses to include, Small Businesses, Small Disadvantaged Businesses 8(a)s, Service-Disabled Veteran-Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses. The Government requests that interested parties respond to this notice, if applicable, and identify your small business status to the identified NAICS code. Program Description: The RC-26 is a militarized version of the Federal Aviation Administration (FAA)-type certificated Fairchild SA227-DC aircraft. The aircraft is powered by twin Honeywell TPE331-12UHR-701G turboprop engines. The current fleet consists of eleven aircraft belonging to the Air National Guard (ANG) modified as Intelligence, Surveillance, and Reconnaissance (ISR) support aircraft carrying specialized electronic equipment to provide aerial surveillance and reconnaissance for law enforcement and other agencies. The Government is looking at awarding a CLS contract to provide site maintenance for the RC-26 aircraft under one of three different scenarios: Scenario #1: Provides full CLS for eleven RC-26B Aircraft at one Main Operating Base (MOB) (Will Rogers ANG Base, OK) with the ability to provide Field Service Representative (FSR) support at one Forward Operating Base (FOB), and with an additional capacity to support quick reaction deployments and Temporary Duty (TDYs) trips at Continental United States (CONUS) or Outside Continental United States (OCONUS) locations as mission requirements dictate. Scenario #2: Provides partial CLS for eleven RC-26B Aircraft at one MOB (Will Rogers ANG Base, OK) with the ability to provide FSR support at one FOB, and with an additional capacity to support quick reaction deployments and TDY trips at CONUS or OCONUS locations as mission requirements dictate. Scenario #3: Provide CLS for eleven RC-26B aircraft at two separate MOBs with the ability to provide FSR support at one FOB, and with an additional capacity to support quick reaction deployments and TDY trips at CONUS or OCONUS locations as mission requirements dictate. Scenario #1 requires full CLS. Scenario #2 and Scenario #3 require full CLS during a transitional period as ANG maintenance personnel are trained for daily flight line maintenance operations to include Phase Inspections 1-6. Once an initial maintenance cadre has been established, contractor flight line duties will diminish into a blending of ANG flight line maintenance personnel and contractor support. FSR(s) will be required as part of the contract for aircraft maintenance support, perform work on specialized mission systems, and to support deployments/TDYs as Subject Matter Experts. RC-26 CLS support consists of the following services: •· Contractor Operated & Maintained Base Supply (COMBS) at each site •· Line Maintenance (limited time frame during transition to ANG personnel) •· Depot Level Maintenance (Scheduled and Unscheduled) •o Heavy Phase Inspections (as required) •o Drop-in maintenance/repair •o Engine Overhaul/Repair •o Propeller overhaul •o Aircraft Painting •· Contract Field Team (CFT) Support •o Aircraft on Ground (AOG) support (as needed basis) •· Aircraft Modifications •· Support Equipment (i.e. Avionics test sets, etc.) sustainment •· Engineering Services Support •· FSR Mission Management System support •o Software Upgrade •o Hardware modification / changes •o Maintain/service & repair •· World-wide deployments (possibility of both long-term and short-term concurrently) The RC-26 fleet is maintained to FAA approved maintenance standards. All depot maintenance is performed at a FAR Part 145 FAA-certified repair station. The RC-26 fleet is also supported with Contractor Furnished Property. This includes spare engines, avionics, and landing gear, etc. The Contractor will be responsible for procuring the spares that support all the systems for the RC-26 aircraft. There will be some aircraft/mission system spares provided as Government Furnished Property (GFP). It is imperative for CLS Contractors to establish working relationships with the Original Equipment Manufacturers (OEMs) in order to access necessary data to support the fleet. These relationships include the establishment of agreements with the appropriate OEMs for the RC-26 fleet that will allow the Contractor to obtain approved data and technical support necessary to maintain the fleet airframe, engines, accessories and systems so that the FAA Type Certification (TC) for Airworthiness and the Supplemental Type Certifications (STC) for aircraft modifications are not compromised. T h e G ov er n me n t is s e ek i n g i ndu st r y i n pu t on qu e stio n s p r ovi d e d b e l o w: RFI Questions Maintenance Conversion This contract will require the CLS contractor to provide line maintenance support for either scenario identified above: •1.) What is your experience providing full CLS for a phase-in period at multiple MOBs? •2.) What capability and/or experience does your company have while providing FSR support in aircraft specific components/areas, including Mission Management Systems? •3.) What experience does your company have providing multiple FSRs (both airframe and Mission Management System) concurrently at MOBs, FOBs and TDYs? •4.) Does your company have experience in developing maintenance training syllabus for a CLS type effort? •5.) What is time line you would be able to provide transitional training to organic maintenance? Aircraft Maintenance This contract will require the CLS contractor to provide aircraft maintenance and supply support services at all RC-26 MOBs. •1.) Describe your company's capabilities in performing maintenance on RC-26, Fairchild SA227-DC aircraft, or similar airframes to include depot support. •2.) Specifically address your capabilities with the following items in providing aircraft maintenance and supply services at OCONUS locations: •a. Obtaining passports and visas •b. Working under a Status of Forces Agreement (SOFA) •c. Expediting parts through the customs and clearance processes in foreign countries •d. Handling export controlled items; specifically Packaging, Handling, Storage & Transportation (PHS&T) issues •e. Managing personnel at overseas locations with no support infrastructure •3.) Does your company have capabilities in handling (including shipment) of hazardous materials and explosive devices? •4.) Has your company provided contracted services that is in compliance with DFARS 252.228-7001 and DCMA INST 8210.1C? •5.) What capability does your company have to service Intelligence, Surveillance and Reconnaissance (ISR) associated mission equipment? Depot Level Maintenance This contract will require the CLS contractor to provide scheduled and unscheduled depot-level maintenance services such as Time-Compliance heavy inspections; engine overhaul and repair, aircraft strip and paint, drop-in maintenance, and CFTs. •1.) Describe your company's abilities in providing depot-level maintenance on the RC-26 aircraft for the following areas: •a. Engines •b. Inspections and Maintenance deemed beyond the scope of typical flight-line maintenance •c. Drop-in/unscheduled maintenance •2.) Describe your company's abilities in performing aircraft paint services. Contractor Operated & Maintained Base Supply (COMBS) The CLS contractor will be required to provide supply support at CONUS and OCONUS operating locations and determine the levels of spares needed at each site to meet Mission Capable (MC) and Fully Mission capable (FMC) standards. It is critical to note the CLS contractor will be required to furnish spares and materials required to meet the MC rate. The contractor must provide all support and test equipment not provided by the government in support of maintenance activities. •1.) What capabilities do you have with providing full COMBS support? •2.) Considering the need for the contractor to provide/maintain the large majority of supply items for fleet support: •a. What strategy will your company utilize in meeting an 80% MC rate at all sites for the period of performance? •b. What methods will be used to ensure test and/or support equipment will be provided at the sites? •c. Describe past experience partnering with global suppliers in order to obtain FAA-approved, tagged and certified parts anywhere an AOG event has occurred? •d. What ability do you have to access FAA-certified commercial spares pools that other operators of the Fairchild SA227-DC aircraft may maintain throughout the world? •e. Describe how your company would control the existing RC-26 spares pool? •3.) Consider and discuss the Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues over the next five to seven years. Contract Field Team (CFT) This contract will require the ability for the CLS contractor to respond to AOG situations within a very short response time. •1.) What specific capabilities do you have regarding CFT support ? •2.) What capabilities do you possess regarding short-notice global CFT support? •3.) Describe your capability providing FSR support for either contractor CFTs or Government CFTs? Modifications This contract may require the CLS contractor to accomplish aircraft modifications for mission specific requirements. •1.) What specific capabilities does your company have with performing aircraft modifications on twin turboprop aircraft? •2.) What capabilities does your company possess to address aircraft modifications? •3.) What specific documented and followed process does your company have with providing Systems Engineering (SE) for design, test, certification, and installation of aircraft modifications and where is it the same or different from AFI 63-101 para 5.2.1.1? With what government offices has your company executed the System Engineering process in new design work? •4.) Has your company provided support for both STC modifications and Military Airworthiness Certifications (MACs)? Has your company previously worked with the FAA Military Certification Office (MCO)? •5.) What is your company's process for achieving FAA certification on aircraft modifications?
