- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. RESPONSES SHOULD INCLUDE A COPY OF YOUR COMMERCIAL PRICELIST OR PRICE SUPPORT ALONG WITH YOUR COMPANY'S CAGE CODE, TAXPAYER IDENTIFICATION NUMBER, AND DUNS NUMBER. Combined Synopsis/Solicitation Number W31P4Q-14-T- 0126 is to be a Sole-Source procurement to SGB Enterprises, Inc. in accordance with FAR 13.106-1(b) for soliciting from a single source in that the circumstances of the contract action make only one source reasonably available. The corresponding NAICS code for this procurement is 334118. The Army Contracting Command-Redstone is soliciting a quote for the purchase of: Four (4) each Cockpit Academic Procedural Tool (CAPT), Generation 2 upgrade kits to fulfill support of the Utility Helicopters Project Office, the hardware upgrade kits consisting of: New integrated console with built in distribution box and revised clamping assembly Revised clamp assembly for MFDs - existing display head will clamp directly to the new frame. Revised table quote mark T-Bar quote mark bracket. Revised wiring and cable harness New foam for the Pelican case New computer electronics and interface Assembly and Test of each unit including a complete ATP Due to the unique nature of this hardware, this specific CAPT hardware upgrade kit is required for the system to function correctly. The System Simulation Development Directorate (SSDD) created the software that is loaded onto the device. The proposed contractor, SGB Enterprises, Inc. is the only vendor whose hardware can meet the performance requirements of the existing system while also guaranteeing seamless integration. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Other clauses may be included in the award if applicable. All responsible sources may submit a capability statement and quotation which shall be considered by the agency. In the event more than one quote is received, the following factors shall be used to evaluate offers: technical capability of the items offered to meet the Government requirement, price, and delivery. All items shall include shipping costs FOB Destination to Redstone Arsenal, AL, 35898. Payment will be made via Wide Area Workflow. Responses are due no later than 12:00 PM (local time), May 27, 2014 in the contracting office, Building 5400, Room B-142, Redstone Arsenal, Alabama, 35898. Oral communications are not acceptable in response to this notice. Electronic quotes are preferred, but fax quotes will be accepted.
