- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Garrison (USAG) Fort Detrick, MD has a non-personal services requirement to perform annual safety inspections, provide load testing every two years and perform maintenance and repair on 34 different hoists and cranes with lifting capacities ranging from 500lbs - 10,000lbs. Work shall be performed in accordance with the Performance Work Statement (PWS) document and Specifications. The acquisition will be conducted using FAR Parts 12 Commercial Procurement and 13 Simplified Acquisition procedures. The contractor is to provide all management, tools, equipment, materials, supplies, transportation, labor, and supervision necessary to accomplish the work in accordance with the Statement of Work (SOW) dated 18 Apr 2011. All work will be performed as required by issuing a task order to the contractor. Quantities: the required quantities are not known at this time. Therefore, minimum-maximum quantities are estimates based on actual history and/or anticipated requirements. The quantities may fluctuate up or down for each subsequent delivery order. The minimum order is $250.00; the maximum order is $25,000.00 per delivery order. The guaranteed minimum value of this contract is $2,500.00. The maximum value of this contract is TBD. The Government only has an obligation to issue one or more orders for the total MINIMUM value during the Basic Contract Period. The Government anticipates awarding an indefinite-delivery indefinite quantity (IDIQ) contract resulting from this solicitation, to the responsible offeror whose offer conforming to the solicitation will be the Lowest Price Technical Acceptable to the Government. Pricing will be evaluated based on quotes received for the guaranteed minimum order. This requirement is a 100% Small Business (SB) set-aside for contractors qualified to do work under North American Industry Classification System (NAICS) code 333923, with a size standard of 500 employees. SB status will be verified via the Small Business Administration (SBA). Proposals received from concerns that do not qualify as a SB shall be considered nonresponsive and shall be rejected upon confirmation of size standard by the Small Business Administration. The contract will be a Firm-Fixed Price with a period of performance of one (1) 12 months Base Year and four (4) 12-month option years. All materiel and workmanship shall be warranted for a period of one year from the date of acceptance. A Service Contract Act Wage Determination applies and contractor shall be actively registered in the System for Award Management https://www.sam.gov/portal/public/SAM. Solicitation number W81XWH-14-R-0051 will be released by 20 May 2014 and Proposals will be due on 16 June 2014 at 10:00 AM ET. A site visit will be held on May 15, 2014 at 1:30 PM ET. Detailed location information can be found in the solicitation. Although not mandatory, vendors are advised to attend the site visit. Additionally, vendors must notify the Contract Specialist via email of their intent to attend the site visit. Questions will be addressed at the site visit but must be addressed in writing and all questions will be responded to by amendment to the solicitattion in writing and posted as an amendment to the solicitation. Questions/RFI must be submitted electronically to the Contract Specialist NLT 16 May 2014 at 3:00 PM ET. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-72 dated January 30, 2014. Due to the nature of this work and the difficulty in accurately conveying the nature of the installation site in writing, site visits are strongly encouraged. Offerors must have a valid Cage and DUNS number and be registered with System for Award Management (SAM) (www.sam.gov) and shall provide the company Cage, DUNS number and TAX Information (TIN) with their proposal. No hard copies of the solicitation will be issued by this contracting office. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet through ASFI and FEDBIZOPS at https://acquisition.army.mil/asfi/default.cfm or https://www.fbo.gov/. Potential offerors interested parties are responsible for accessing the website, and must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, offerors MUST be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. Telephonic requests will not be honored.
