- The Naval Sea Systems Command (NAVSEA) Littoral Combat Ship (LCS) (PMS 501) and LCS Fleet Introduction and Sustainment (PMS 505) Program Offices have a requirement for Professional Support Services (PSS). These include Program Management, Business Financial Management, System Engineering, Production Planning and Production Engineering, Post Delivery, Test and Evaluation, Life Cycle Engineering and Support/Logistics and Operational Readiness, Manning Personnel and Training (MPT)/Human Systems Integration Analysis and Engineering, Configuration and Data Management Engineering and Combat Systems Development. Computer Sciences Corporation (CSC), 1201 M. Street SE, Suite 400, Washington, DC 20003, is currently supporting this requirement under task order N00178-04-D-4030-EH03, which was competitively awarded on 22 September 2009. This task order is due to expire on 15 August 2014. Follow-on procurements are being solicited as a Small Business Set-Aside and Unrestricted competitions supporting the LCS PMS 501 and 505 Program Offices using the Navy's SeaPort-e electronic procurement platform. These follow-on competitive procurements are anticipated to be awarded in the 4th quarter of Fiscal Year 2014 (FY14) and the first quarter of Fiscal Year 2015 (FY15). Pursuant to 10 U.S.C. 2304(c)(1), CSC is the only responsible source capable of fulfilling the Navy's requirements for continuing LCS Program Professional Support Services without unacceptable delays until the follow-on contracts are awarded. Only CSC has the requisite knowledge and experience to complete financial analysis efforts, functional and design support work, and trial coordination efforts in support of LCS program schedules for two variants in the short time frame before award of the competitive follow-on contracts. The period of performance for the immediate sole-source contract is anticipated to be from 15 August 2014 through 15 August 2015 to enable the continuation of these critical services. The principle places of performance are Washington, DC; Marinette, Wisconsin; and Mobile, Alabama. Parties interested in subcontracting opportunities should contact CSC directly. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to solicit proposals from more than one source for performance of the contemplated contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
