Description
For the sake of easy reading, we will refer to the National Park Service as Us, We or Park Service, and interested bidders as You / Your. This is a request for quotes for hazardous tree trimming in accordance with the below scope of work at Montezuma Castle National Monument (MOCA) near Lake Montezuma, Arizona, Yavapai County. Although the magnitude of this project is below $25000.00, the Park Service is posting this requirement on Federal Business Opportunities and FedConnect to encourage small business participation. We especially encourage Veteran-, Woman-, and Minority-Owned businesses to send in a quote. You may submit your companys bid on the attached Standard Form 1449, or using your own form. Make sure to include the contact information, DUNS number, and a POC. The Park Service will award this project as a firm-fixed price service contract based on the lowest price technically acceptable. We will not alter the contract to make up for exclusions or errors in your companys quote. Service Contract Act Wage Determination 05-2023 Revision 17 pertains to this contract and any modifications. This procurement is 100% set-aside for small businesses under all applicable NAICS codes, including but not limited to 561730. Your companys System for Award Management (SAM, www.SAM.gov) record must be current, and indicate that the business you are representing is considered a small business. The vendor to which this contract is awarded must also be registered in, and submit invoices through, the Invoice Processing Platform (www.IPP.gov). The resulting award will be a firm fixed-priced purchase order. We anticipate awarding this contract by 01 June, with a 30 day period of performance. STATEMENT OF WORK PART I:GENERAL INFORMATION 1.1Location: Work will take place at Montezuma Castle National Monuments Visitor Center Trail. 1.2Directions: Follow I-17 to exit 289 (located 90 minutes north of Phoenix, or 45 minutes south of Flagstaff).Turn onto Middle Verde Rd toward Camp Verde, AZ. Continue through 2 rotaries to the intersection of Middle Verde Rd and Montezuma Castle Rd( less than 1 mile ). At the traffic light take a left turn onto Montezuma Castle Rd. Follow Montezuma Castle Rd to Montezuma Castle National Monuments Visitor Center at the end of the road. 1.3There will be a site visit on Thursday, May 22nd, 0900h local time at the Montezuma Castle Visitor Center. We dont require a site visit, but strongly encourage you to attend. If you are unable to make this meeting, you may arrange a site visit by emailing KimberleyRobinson@nps.gov. PART II:STATEMENT OF WORK The Contractor will furnish all labor, materials, tools, and equipment to remove Hazardous trees and limbs along the Montezuma Castle National Monuments Visitor Center Trail. The Contractor will also: 1.Remove hazardous and broken branches from 11 groups of Sycamore trees (approx. 60 leaders) along picnic and pathway areas. a.Remove hazardous and broken branches 1" in diameter & larger. b.Branches to be cut will be approved by the park prior to cutting. 2.Remove hazardous trees. A park representative will mark and approve all trees. 3.Objective for pruning and cutting is to mitigate the danger of falling limbs. 4. Haul wood & debris away. 2.2Submittals: The following submittals shall be provided by the Contractor and approved by the CO prior to construction: 1.Safety Plan 2.Work Plan ( orally or in writing ) 2.3Authority: All work performed on this project shall conform to National and Arizona State Codes and standards. 2.4Field Verification: The Contractor is responsible for field checking site conditions prior to submitting a bid. Failure of the contractor to inspect the site will not constitute grounds for withdrawal of a bid or of a claim after the award of the contract. 1.22.5Access: During the work period of this contract the Montezuma Castle National Monuments Visitor Center Trail will be open. Access and/or sidewalks may be temporarily closed to facilitate work. All closures will be coordinated with the COR. 2.6Delivery and Working Hours: The delivery period for this contract shall be 30 calendar days. The Contractor shall work during daylight hours only. No work shall be allowed on weekends or holidays without prior approval from the COR. 2.7Commencement: Work shall commence within ten (10) days of the Notice to proceed, unless otherwise instructed. 2.8Pollution, Erosion and Sediment Control: The contractor shall be responsible for the immediate clean- up of any spilled substances considered hazardous. 2.9.1 All ground disturbances shall be returned to natural conditions. All spills and/or drips will be immediately cleaned. Contractor will be responsible for any damage to the building, or sidewalks, and shall clean or repair if necessary. 2.9Staging Area: The Contractor may maintain a staging area for the project at an area designated by the COR. The security of equipment staged at any staging area shall be the responsibility of the contractor. No more than one vehicle may be used for staging. 2.10Safety: Safety is of highest concern to the Park. We will stop work if we notice unsafe conditions. At no time shall the contractor operate equipment in an illegal or unsafe manner which may endanger others. The Contractor shall be responsible for all employee safety on the work site. The Contractor shall provide and insure the use of all required personal protective gear such as respirators, hard hats, gloves, ropes, eye protection, hearing protection, harnesses, etc. All operations shall comply with applicable OSHA regulations and industry standards. 2.11Injuries/Accidents: The Contractor shall report all serious injuries (those requiring medical attention) or fatalities that occur on the work site to the COR as soon as possible. The contractor shall report all injuries to the public or damage to private property to the COR as soon as possible. 2.12Prework Meeting: Prior to commencement of work, we will hold pre-work meeting with the Contractor and the Contracting Officers Representative. The meeting may be in person or a conference call at the Contracting Officers discretion. The time and place of this meeting shall be determined after award of the contract. PART III: EQUIPMENT 3.1 All equipment shall conform to industry safety standards with, but not limited to, appropriate guards and emergency shut off systems. PART IV:COMPLETION OF WORK 4.1Completion of Work: Upon completion of this contract the contractor shall remove all equipment, tools, debris from project, etc. and shall leave the premises clean, neat, and in good condition. 4.2Payment: The Contractor shall supply a complete invoice to the COR in a timely manner for payment. Payment shall be made through the government electronic payment system and may take up to 30 days.
