Description
DESCRIPTION OF WORK: The Norfolk District, Corps of Engineers is contemplating a firm-fixed-price Design Bid Build contract for the construction of a 186,000 square AIT Barracks (two (2) sets of 300 person barracks), a 500 square foot general purpose storage building, and a running track. Facility will be designed and furnished to meet surge capacity of 450 persons. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping and signage, and site improvements. The scope includes demolition of five buildings (213,585 SF). Heating and air conditioning will be provided by self contained system. Project will comply with anti-terrorism and force protection requirements per Unified Facilities Criteria at Joint Base Langley Eustis, Fort Eustis, Virginia. (a)Contract duration is estimated at 730 calendar days. (b)The magnitude of construction is between $25,000,000.00 and $100,000,000.00. (c)The NAICS code applicable to this requirement is 236220, with a small business size standard of $33.5 million. The Contracting Officer will award a firm fixed price contract to the responsible offeror whose proposal conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government, determined through a lowest priced technically acceptable solicitation process. The RFP will be available in electronic format only and will be posted on the Federal Business Opportunities website at http://www.fbo.gov on/about May 28, 2014. The proposal due date shall be at least 30 days after the RFP is posted on the FBO website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES.
