- May 13, 2014 (AWC) - The DRAFT solicitation and attachments are hereby posted below. The solicitation is anticipated to be released and posted by COB Friday, May 16, 2014. ______________________________________________________________________ April 7, 2014 This pre-solicitation synopsis is hereby modified as follows: Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, Charleston, SC intends to issue a request for proposals (RFP) N65236-13-R-0017 for the procurement of Commercial-Off-The-Shelf (COTS) Private Branch Exchange (PBX) Switches, Routers, software and hardware licenses/maintenance associated with COTS equipment, renewals for software and hardware licenses/maintenance, warranties, related equipment and accessories and incidental services. The primary users of the equipment are the DoD and Federal Civilian Agencies throughout the Government. The subject procurement will be solicited as a 100% 8(a) competitive, Multiple Award Contract (MAC) in accordance with FAR part 12 Acquisition of Commercial Items. The Government anticipates a multiple award, Indefinite Delivery, Indefinite Quantity, firm- fixed-price (FFP) contract. The period of performance includes a base year and four one- year option periods. Delivery order award determinations may be made on a low priced technically acceptable basis or a best value tradeoff basis where performance and/or delivery schedule and cost comparisons are made. Equipment descriptions will be made in terms of performance based specifications, brand name or equal, or brand name only requirements. The applicable NAICS code is 334210 with a size standard of 1,000 employees. The Government estimate for this solicitation is approximately $650 million. It is anticipated that the solicitation and any documents related to this procurement will be available via the SPAWAR Business Opportunity website, located at: https://e- commerce.sscno.nmci.navy.mil, on or about 02 May, 2014. It is the responsibility of interested parties to independently monitor this site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and applicable documents. No paper distribution of these documents will be provided. All responsible sources may submit a proposal, which shall be considered by the agency in response to the solicitation when it is issued. The incumbent contractors are Mercom Inc., Knowledge Information Solutions Inc., Alliance Technology Group (ATG), JTSI Inc., Suh'Dutsing Technologies LLC, Strategic Communications LLC, Global Technology Resources, Copper River Information Tech, and Technology Specialists Inc. This future opportunity notice is to advise industry that the Space and Naval Warfare Systems Center Atlantic intends to issue a Request for Proposal for the procurement of a wide range of Commercial-of-the-Shelf (COTS) Private Branch Exchange (PBX), Routers, Switches and related equipment and accessories. The subject procurement will be solicited as a 100% 8(a) competitive procurement. The Government intends to make multiple awards of an Indefinite Delivery/Indefinite Quantity, Firm-Fixed Price type contract. The Government estimate for this effort is ***$650M***. The period of performance will be a base year with four (4) one-year option periods. This is a follow-on procurement. The applicable NAICS code for this effort will be 334210, with a size standard of 1,000 employees.
