- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation #W9124V-14-T-0013 is issued as a Request for Quotation (RFQ). Submit written offers (oral offers will not be accepted), on RFQ F8B2CM3337A001. Quotes will be evaluated and an award will be made on the basis of the lowest evaluated price technically acceptable. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. All firms or individuals responding must be registered with the System for Award Management (SAM) IAW FAR 52.204-7.This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-73, Effective 29 April 2014 and DFARS Current to DPN 20140506 (Effective 6 May 2014) Edition. This procurement is being issued as a Total Small Business Set-Aside. North American Industrial Classification Standard 336413, Size Standard: 1,000 Employees, applies to this procurement. This RFQ has one (1) line item. A Firm Fixed Price (FFP) type purchase order is anticipated. Item 0001, One (1) each, 17ft Boom Hoist, part number 27-C130, used on the Omni Arm NSN: 4920-01-490-0708 for C-130 aircraft or equal. To be considered equal, the salient physical, functional, or performance characteristics that quote mark equal quote mark products must meet are: a) 17 Feet in length b) Must be able to be attached to the Omni Arm c) Must be able to remove and reinstall flight control surfaces. FOB Destination. The Ship To Location is Montana Air National Guard, 2800 Airport Avenue B, Great Falls, MT 59404-5570. To be delivered within 30 days ARO to the address listed above. The offeror shall include descriptive literature such as specifications, brochures or other manufacturing information that fully describes the item being offered. The following provisions are included in this acquisition: FAR 52.212-1, Instruction to Offerors-Commercial Items FAR 52.212-3, Offeror Representation and Certification FAR 52.252-1, Solicitation Provisions Incorporated by Reference- This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. Offers will be evaluated using the following evaluation factors, technically acceptable, price, past performance and small disadvantaged business participation. Technical and past performance, when combined, or are approximately equal when compared to price. The contract will be awarded to the responsible offeror whose offer is the most advantageous to the government. The following clauses are applicable to this acquisition.
