Description
RFQ - Revised 05/13/2014 The purpose of this amendment is to provide responses to vendors' questions and attach a revised RFQ, dated May 13, 2014. The due date remains unchanged. See questions and their responses below: 1. One of the specifications is a multi-stage Phosphate Wash and we would like to clarify/correct/change this specification. Because the table/chair units are not virgin metal, they have either existing powder coating or paint on them which must be removed prior to refinishing. The only way to remove existing powder coating is to either put the items in a burn off oven or chemically strip them. We are not aware of a burn off oven in the Washington/DC Metropolitan area and therefore are proposing to have them chemically stripped. This will remove all pre-existing coatings, thus returning it back to the bare metal. After the units are returned to bare metal, the minor repairs will be done. Once these have been completed, we will media blast the units to ensure no oils or residue is left behind. The media blasting process also etches the metal to ensure proper adhesion of the zinc rich primer that will be applied next. We believe you are better served by eliminating the Phosphate Wash step as it is covered by our chemical stripping and media blasting steps, which are necessary to the process. Is this an acceptable modification? The phosphate wash has been incorporated as an optional task. See the revised Sections B, C, and L. 2. It was noted in section C.4. Government Furnished Information Products and Services, Item 3. Place of Performance - it states that LOC will not provide work space to the selected contractor, will there be an area where we can move the table/chair units so we can disassemble them to load on a truck or can they be disassembled where they are located and then loaded on a truck? LOC will pick up the tables and move them to our LCA warehouse at 1701 Brightseat Rd. Landover MD 20785. At this location, the contractor can disassemble the tables and load them into their truck. 3. In the original RFQ for 12 table/chair units, we had the space and ability to take them all at one time; however, now that there are 26 units, we do not have the spacing requirements to store them all while they are being refinished. We are requesting to be able to do them in a multi-stage process. The process would begin with us picking up half of the units. We will return 6-7 completed units and pick up 6-7 of the remaining units and continue until all are completed and delivered. Refinishing 7 tables each phase is preferable. 4. The original RFQ also stated a period of performance as 45 days from date of award. The 45 day period of performance was going to be difficult only doing 12 units but impossible doing 26. We are requesting that the performance period be negotiated to a more lengthy time frame. The period of performance of this requirment has been changed to six months from date of award. 5.The RFQ is asking for a 2 year warranty which is not standard in the refinishing business. New manufacturing has the ability to provide this length of warranty because they are starting with virgin metal, have complete control of the workmanship from beginning to end, and have superior equipment which allows for less human error. There is no standard warranty in the refinishing business but to the best of my knowledge, an acceptable warranty period in the refinishing trade is 6 months to 1 year. The acceptable warranty time period has been changed from two years to one year.
