- Department of Labor Wage Determination 05-2023 Rev. 17, Dated 19 June 2013. Price List of cost per hour. NAF General and Special Provisions. Statement of Work requirements document. •1. The 56 Contracting Squadron, Luke AFB, AZ has a requirement for a Non-Appropriated Fund (NAF) Automotive Body Repair/Collision, Refinishing and Window Tinting concessionaire contract. Contractor will furnish all tools, parts, labor, supplies, equipment and materials for automotive body repair, refinishing and window tinting of automobiles and associated parts and equipment in accordance with the attached Statement of Work (SOW) (Attachment 1). Interested parties must be local to Luke Air Force Base. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number LUKEF071040051 is issued as a Request for Quotation (RFQ). This requirement is unrestricted. The associated North American Industry Classification System Code (NAICS) is 811121 with a size standard of $7.0M. This combined synopsis/solicitation is NOT to be construed as a commitment by the United States Air Force. The Government is NOT liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement. •2. The Clauses, General and Special Provisions, Articles (Concessionaire Contract) and Wage Determination applicable to this solicitation and the resultant contract are attached. Federal Acquisition Regulation (FAR) clauses can be viewed full text through Internet access at the FAR site: http://farsite.hill.af.mil. Wage Determination WD 05-2023 (Rev. 17) Dated: 19 Jun 13 applies (Attachment 3). Note: In accordance with labor laws, this WD may be updated on the bi-annual anniversary of the contract. •3. Insurance - concessionaire are required to provide proof of liability insurance to be considered for this concession. •4. Description: The purpose of this contract is to provide a concession within the Luke Air Force Auto Hobby Shop for a base period to begin on or about 23 June 2014 through 22 June 2015, followed by four (4) possible extensions/option years. The contractor will pay a minimum of 14% of Net Sales (Gross Sales minus Taxes) to the 56 Force Support Squadron - Non Appropriated Funds Instrumentality (NAFI). Payment is due No Later Than the 5th day of every month or at the end of the sales period. A printout of all funds collected will be supplied with payment. •5. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation provides the best value to the Government. Best Value will be determined according to the following factors which are of equal importance: (i) The Government is expecting a percentage return on the gross income under the concession. The highest percentage of return offered may be the determining factor in contract award. (ii) Experience (Past Performance): Technicians must be trained and certified. Administration/Technicians must be trained to ensure timely and accurate customer service including answering of telephones, arranging schedules, preparing cost estimates, written quotes and invoices, all cash handling responsibilities and handling of customer inquiries and concerns. In addition to the quote/proposal, the Contractor shall submit a list of at least one but not more than three of the most relevant contracts performed for Federal or commercial agencies within the last three (3) years to include names and telephone numbers of individuals who can be contacted to discuss the information provided. (iii). All Formal questions that reference this solicitation number LUKEF071040051 shall be submitted to Keith Carson, NAF Contracting office e-mail: keith.carson.2@us.af.mil prior to 11 June 2014. All questions and answers will be posted in FebBizOpps.Gov. •6. Interested parties capable of meeting this requirement MUST submit a written quote to include their tax identification number (TIN) and DUNS and CAGE code as applicable. Your quote must show pricing in accordance with attached price list (Price List - Attachment 2). All responses that meet the criteria contained within will be considered. Written quotes must be received no later than 13 June 2014, 4:00 p.m. Mountain time and reference the solicitation listed above. Late quotes/offerors will not be considered.
