- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This procurement is being conducted in accordance with FAR Part 15, Contracting by Negotiation. The Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE) intends to competitively award a Firm-Fixed-Price (FFP) type of contract as a result of this notice. There are no set aside restrictions. The BSEE, Acquisition Operations Branch, is the contracting office for this procurement and the resulting contract administration. All potential Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov in order to receive Government awards. The applicable NAICS Code is 541990, Professional, Scientific, and Technical Services. The period of performance of the resultant contract is expected to be twelve (12) months from the date of award. The Bureau of Safety and Environmental Enforcement (BSEE), within the Department of the Interior (DOI), is charged with the responsibility to permit, oversee and enforce the laws and regulations associated with the prudent development and conservation of energy resources on the Outer Continental Shelf (OCS). These responsibilities include reservoir evaluation; well-bore fluid pressure distributions analyses in simulated blow-outs, enhanced oil recovery, and reserves. Reservoir characterization involves a variety of petro-physical parameters of which reservoir permeability is a key component; but permeability data sources are often unavailable. Permeability is a petro physical parameter governing the flow rate of oil and gas through porous rock. Permeability values can be directly derived from core measurements or indirectly from pressure transient tests and specialized reservoir characterization well logging tools (these tools perform mini-pressure drawdown/buildup tests down hole). These are regarded as being the more accurate permeability determination methods. However, these methods are expensive and the availability of data obtained from these methods are scarce. While nearby wells may not have existing permeability data, it is likely that a set of 'typical' well logs (e.g. electric sonic, density) exists. One of the indirect methods that is frequently used calculates a permeability by applying an empirical formula which uses porosity values derived from well logs and resulting permeability estimates are typically inaccurate when compared to other methods. The main objective is to develop a database and method for predicting permeability. This database should be available in a format compatible with currently available BSEE hardware, operating systems, and software. The traditional methods for predicting permeability typically involve applying empirical formulae, which tend to be inaccurate. The overall goal is to provide permeability predictions that do not suffer from the inaccuracies of empirical approaches. Known approaches to accomplish the overall goal of this project include artificial neural networks, support vector machines, and particle swarm optimization. The purpose of this effort is to procure contractor support to create a database of known permeability values for the Gulf of Mexico OCS that includes lithology information and any additional classifications necessary to allow the database to be queried and sorted to support petrophysical analyses.
