- THIS ACQUISITION IS SET-ASIDE FOR SMALL BUSINESSES. This is a Request For Proposal (RFP) for a Two Phase competitive solicitation for a firm, fixed-price Construction / Design-Build Multiple Award Indefinite Delivery / Indefinite Quantity Contract (MATOC IDIQ) for Construction Services in support of various Military, Civil Works, and International and Interagency Support (IIS) projects within Southwest Division (SWD) Boundaries. This contract is primarily for Tulsa District customers, and may encompass work in other states covered by the geographic region included in the SWD boundaries and other SWD customers. It is the intent of the Tulsa District to issue one (1) solicitation for award of up to Five (5) Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOCs). The resulting contract(s) will be negotiated and awarded with a base contract period of one year and up to four option periods, and a total MATOC pool value of not more than an estimated $49.5 million. The contract(s) shall continue as option periods are exercised at the sole discretion of the Government for a time period not to exceed 5 calendar years in total, or upon obligation of the total value of the contract, whichever occurs first. The basic MATOC will be competed in accordance with FAR 36.3 Two Phase Design Build Selection Procedures and Individual Task Orders will be awarded in accordance with FAR 16.505(b), orders under multiple award contracts. Each contract will remain active: 1) unless the contractor has a documented past performance record of unsatisfactory; 2) until contract expiration; 3) until the total contract capacity limit is reached, or 4) unless the contract is terminated for convenience of the Government. The minimum guaranteed amount of the base year is $2,000; there is no minimum guarantee for any subsequent option years. All services required under this contract shall be described in an individual scope of work which may include, but not necessarily limited to the following types of tasks: new construction, maintenance, repair, alteration and minor construction type tasks, including asbestos and lead-based paint abatement and other environmental remediation, for military, civil works and Interagency and International Services. Tasks also may include but are not limited to; planning, design, total facility renovation, new construction; repairs and alterations; preventative maintenance; installation/construction of the following systems: HVAC, plumbing, electrical, elevators, building envelope, fire protection, and antiterrorism/force protection (AT/FP); environmental abatement; and operations activities. This contract is intended to execute new construction, design-build or construction of real and personal property facilities, e.g., maintenance, repair, asbestos and lead-based paint abatement, and major and minor construction situations relation to, but not limited to architectural, civil, mechanical, plumbing, structural, electrical, heating, ventilation and air conditioning (HVAC), instrumentation, and (ATFP). OVERVIEW OF PHASE 1 AND PHASE 2 SELECTION PROCEDURES Phase 1 will encompass technical qualifications such as specialized experience capability to perform and past performance and other relevant factors. Price will not be an evaluation factor for phase one. Offerors selected to proceed to Phase two will have the opportunity to submit a proposal for the seed project that will be awarded to the offeror with the best value via trade-off procedures (evaluation factors for phase two will include price, technical approach, and other relevant factors).
