- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY FOR PURPOSES OF CONDUCTING MARKET RESEARCH. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The DLA Distribution J7 Acquisition Directorate and DLA Headquarters is conducting market research to determine the extent of small and large business sources capable of performing Chemical Management Services (CMS) as a 3PL Hazardous Materials (HM) provider with responsibility for standardizing and lowering the cost of procurement, receipt, storage, issue, tracking, Hazardous Waste (HW) disposal and reuse of Hazardous Materials supporting designated US Marine Corps, US Navy, and US Coast Guard customers located in a Western Region of the United States. The Western Region for this effort is defined as the states of California, Washington, and Arizona, but could include customers in Oregon, Idaho, Montana, Nevada, Utah, and New Mexico. The Government has not yet confirmed the sites to be included in this effort. The potential major customer base could include: a) Marine Corps Air Station (MCAS) Miramar, CA b) Marine Corps Base Camp Pendleton Oceanside, CA c) Marine Corps Recruit Depot San Diego, CA d) Marine Corps Air Ground Combat Center Twentynine Palms, CA e) Marine Corps Logistics Base Barstow, CA f) Marine Corps Air Station Yuma, AZ g) DLA Aviation-Fleet Readiness Center, Navy Air Station (NAS) Coronado, CA h) Naval Station (NS) San Diego, CA i) Naval Air Station (NAS) Coronado, CA j) Naval Base Point Loma, CA k) Naval Weapons Station Seal Beach, CA l) United States Coast Guard (USCG) Base Los Angeles-Long Beach, CA m) USCG Base Alameda CA n) USCG Base Seattle, WA o) USCG Base Honolulu, HI Interested parties will address their capability for providing compliant CMS support (labor and materials) to authorized customers IAW the work effort described below that includes but is not limited to: a) Complete supply chain management of HM to include all establishment of inventory stock levels, to support the customer base; procurement; and ordering of HM. b) Provide environmental compliant commercial storage facilities to support the customers within the region. c) Provide organic (contractor or commercial) transportation to deliver HM to various locations throughout the region. d) Receipt, storage, inventory, and issue of both Government-Owned HM and 3PL HM from a centralized location (either on a Government facility or commercial facility). e) Establish or operate an existing HAZMIN Center, HAZMART, HM pharmacy, Chemical Issues Centers (CIC); issue centers supporting aviation and ground industrial maintenance centers; heavy maintenance facilities; and unit level aviation or ground maintenance activities. f) Establish inventory levels and manage Point of Use (POU) lockers and carts located throughout the region. g) Develop and execute innovative methods of reducing costs of HM through procurement methods; hazardous materials minimization business practices, Green Procurement business practices, recycling initiatives, etc. h) Utilize the Hazardous Materials Management System (HMMS) or Navy ERP HM module to perform receipt, storage (to include shelf-life management), issue, tracking, and disposal of HM and HW. i) Establish commercial contracts to dispose of customer generated HW. j) Provide a commercial Point of Sales System (POS) that includes the functionality for: •1) Customer ordering of 3PL HM •2) Customer visibility of Authorized Use Lists (AUL) •3) Customer visibility of HM on hand in the centralized HM center (e.g., HAZMIN Center, HAZMART, HM pharmacy, CIC, issue centers) •4) Processing transactions (receipts and issues) •5) Generating transactions reports •6) Preparing and providing receipts to customers •7) Preparing invoices (DD Form 250 or equivalent) •8) Interfacing with Government Inventory Management Systems (e.g., DAAS, DoD E-mall, GSA) •9) Interfacing with HMMS and/or Navy ERP •10) Recording sales, decrementing inventory levels, and recording stock on hand •11) Maintaining customer AULs compatible with HMMS and Navy ERP databases. k ) Perform accountability of HM products by specific chemical constituents from cradle to grave l ) Provide an approved purchasing system for HM to ensure a fair and reasonable pricing of 3PL HM issued to the approved customers m) Perform unit deployment support that includes HM kitting and support packaging assembly that could include rapid deployment. n) Execution of OSHA, DoD Hazardous Communications (HAZCOM) Standards, Environmental, Safety, and Occupational Health regulations The anticipated North American Industrial Classification System (NACIS) code for this acquisition is 561210, Facilities Support Services. In order for the DLA Distribution J7 Acquisition Directorate and DLA Headquarters to properly gauge the capability of the small and large business community, interested concerns must provide: a) A capability statement (limited to 10 pages in length, singled-spaced, 11 point font minimum) demonstrating the ability to perform the efforts above. This statement should specifically describe your firm's ability to provide adequate staffing to perform multiple delivery orders simultaneously at different locations within the region. b) Relevant Experience (limited to 5 pages) within the last five (5) years, including contract number, indication of whether a prime or subcontractor, contract type (indefinite delivery contract or definitive contract and pricing arrangement for material (Cost Reimbursement, Firm-Fixed-Price, etc.)), contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced is relevant to the scope of work described above. c) Confirm in the response that the interested business has an Accounting System approved by DCAA. d) Confirm in the response that the interested business is a large business, small business, or service disabled veteran-owned business. e ) Provide a primary point of contact (POC) with mail address, email address, and telephone number.
