Description
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Division intends to negotiate on a sole source basis with Paroscientific, Inc. using the procedures in FAR Parts 6 and 13, to provide twelve (12) Digiquartz 4000 Pressure Transducer with hip taper seal fitting to support the Tsunami detection and warning system. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. Deliverables: (12ea) - Paroscientific Part no. 1801-004-0SCD7271-272_A buffer tube, Model no. 410K-272, Digiquartz Transducer with range 0 to 10,000 psia, frequency output, oil filled, installed in shock mount housing with custom length stainless steel buffer tube, pressure signal to be a nominal 10% frequency change within the band 32769 and 37100 HZ. The Paroscientific Model 410K-252 Digiquartz Pressure Transducer are the standard primary bottom pressure transducer used for the Deep -Ocean Assessment and Reporting of Tsunamis (DART) program. The purchase is for equipment to support a network of 39 buoys having bottom pressure sensors on the ocean floor that provide early reporting and warning of tsunamis in the Pacific Ocean and in other oceans. The Pacific Marine Environmental Laboratory (PMEL) currently utilizes the Paroscientific Model 410K-252 for use as the DART Bottom Pressure Sensor and it is now integral to the design; no other known sensor meets the design requirements and Paroscientific is the only vendor who can supply these subassemblies because they are proprietary to the company. The entire DART electrical, mechanical, and electronic equipment currently used in the DART program and on DART buoys is the result of custom engineering design and fabrication accomplished by PMEL. The dilution tube design that interfaces to the sensor was changed to prevent failures of the pressure vessel where the pressure sensor is housed. This change in the dilution tube is reflected in the part number as a model 410K-272. No equals or alternates will be accepted and justification is in accordance with FAR 6.302-1(c) brand name justification. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 1:00pm, May 21, 2014 will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements.
