Description
1.0 Scope: This is a sources sought announcement only and is not an intent to procure. A solicitation is not available at this time and any requests for a solicitation will not receive a response. 1.1 Introduction: The US Army Program Executive Officer Intelligence, Electronics Warfare and Sensors (PEO IEW&S), Project Manager Terrestrial Sensors (PM TS), Director (Dir), Navigation Capabilities Development (NCD), in conjunction with the US Air Force, Space and Missiles Center, Global Positioning System (GPS) Directorate, has an ongoing requirement to provide CINCO-IIA ASICs to various programs within the Department of Defense (DoD). 2.0 Reference Documents: The CINCO-IIA ASIC is an integral component of the current generation of military GPS User Equipment that uses the Selective Availability Anti-Spoofing Modules (SAASMs) as mandated by the following documents: a)Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 6130.01E Master Positioning, Navigation, and Timing Plan, Joint Staff, Washington DC, dated 1 May 2013, Enclosure D, paragraph 4. b)DoD GPS Security Policy, Office of the Assistant Secretary of Defense for Networks and Information Integration (OASD/NII), Para C6.11, dated April 4, 2006. c)DoD Directive 4650.05, Positioning, Navigation, and Timing, dated 19 February 2008. 2.1 Compliance Documents: The following documents are compliance documents for the proposed effort. \ a)Guidelines for SAASM Developers obtaining the CINCO-IIA ASICs, dated 29 October 2003. b)Product Specification WS02-9753 - Part Number MM9753B MDF, dated 18 Nov 2003. 3.0 Requirements: The contractor shall provide all labor, materials, overhead, other direct and indirect costs associated with producing, testing, and delivery CINCO II ASICs to White Sands Test Center (WSTC), Radiation Tolerance Assured Support and Supply Center (RTASSC), located at White Sands, NM. 3.1 Production Facility Requirements: The contactor shall ensure it can meet National Security Agency (NSA) trusted foundry status prior to contract award. 3.2 Proposed Contract Type: This will be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract designed as a Base period with one Option that will have a range pricing structure as follows: Production RateStarting Quantity of ASICs Shipped per MonthEnding Quantity of ASICs Shipped per Month Minimum 1,000 9,999 Expected 10,00019,999 Maximum 20,00029,000 The contractor shall begin initial deliveries 90 days after issuance of a delivery order (DO). 4.0 Desired Responses: Each potential source shall give a brief description of their ability to produce the CINCO-IIA ASIC. This description should include a demonstration that the source: has adequate financial resources to perform the contract, or the ability to obtain them; be able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing commercial and governmental business commitments; has a satisfactory record of integrity and business ethics; has the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them; and has the necessary production, construction, and technical equipment and facilities, or the ability to obtain them. 4.1 Past Performance: The offeror's past performance will consist of a description of the offeror's Government contracts (both prime and major subcontracts (those involving 25% or more of the effort)) received during the past three (3) years, which are similar in the effort being proposed. The offeror may describe any quality awards or certificates that indicate the offeror possesses a high quality process for providing desired research and development outcomes. 4.1.1 Each potential source is also requested to provide the contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirements of the CINCO-IIA ASIC. Firms shall also provide point of contact information where available for the efforts cited above. 4.2 Additional Information: Responses to the following questions would be helpful for this market research: 1.What is your firm's classification North American Industry Classification System (NAICS) Code for the required items? 2.Identify any Mentor Program or teaming arrangements your firm would utilize to perform the work outlined. Please provide the details of this arrangement. 3.What is your firm's primary area of expertise? Of the items listed in the primary tasks please identify what tasks your firm has the capabilities to perform utilizing in-house personnel. 4.What is the maximum number of delivery orders under an IDIQ contract your firm has managed simultaneously as the prime contractor? Please specify if these delivery orders were under a single contract or multiple contracts. 5.List the number and type of licensed professionals in your firm (i.e., Project Management Professionals (PMPs), Professional Engineers (PEs), American Institute of Certified Planners (AICPs), etc). 6.What are your applicable regulatory commercial standards? 7.What do you see as the cost-driving factors? 8.What is your rate on returns on warranty? 9.What are your policies and procedures on non-conforming product replacement? 10.When particular products will no longer be produced or supported? 11.If you intend to bring any subcontractor (s), teaming partner (s), and /or joint venture partner (s), please provide their business size. 12.What is your lead time to produce the required items and the minimum amount for lot runs? 13.What is your experience on manufacturing Complementary Metal Oxide Semiconductors (CMOS) ASIC integrated circuits? 14.What are your controls and quality processes that are utilized to ensure material selection compliance? 15.Discuss your experience and processes with shipping controlled CMOS ASIC products? 16.What institutional technical knowledge do you possess with respect to manufacturing custom CMOS ASIC products? What current available infrastructure do you possess with respect to manufacturing custom CMOS ASIC products? 4.2.1 Offerors are encouraged to answers as many of these questions as possible to demonstrate their qualifications to perform the proposed effort. But offerors who do not answer any of these questions will still be considered. 4.3 Page Limit: All responses to this sources sought are limited to twelve pages and must include the following additional information: name and address of firm, Commercial Activity/Government Entity (CAGE) code, business size status, point of contact name, title, phone, and email. Interested sources shall submit all replies by email to the government Contracting Officer for this effort: Mr Ryan McWilliams, e-mail: ryan.t.mcwilliams.civ@mail.mil, Ph: 443-861-4760, no later than time 1800 PST on 13 June 2014. Acknowledgement of receipt will not be made. 5.0 Classified Information Handling: Questions regarding CLASSIFIED information shall be handled through the government Contracting Officer. Specifically, any prospective offeror wanting to ask a question regarding CLASSIFIED information shall send an email to the government Contracting Officer: Mr. Ryan McWilliams, e-mail: ryan.t.mcwilliams.civ@mail.mil stating that the offeror would like to ask a question regarding CLASSIFIED information. DO NOT EMAIL ANY QUESTIONS THAT MAY CONTAIN CLASSIFIED INFORMATION. The Contracting Officer will contact the offeror and arrange for the question pertaining to CLASSIFIED information be asked through a secure method of communication. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOURCES SOUGHT OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This RFI is issued as Market Research, solely for information and planning purposes. It shall not be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), Request for Proposal (RFP), or as an obligation on the part of the Government to respond, or to acquire any products or services. Any response to this synopsis will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this synopsis to the Government for use of such information. The information provided may be used by the Army in developing its acquisition strategy and in its Statement of Work/Statement of Objectives or Performance Specifications. Not responding to this RFI does not preclude participation in any future RFP, if issued. If a solicitation is issued, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of any potential offeror to monitor FedBizOpps for additional information pertaining to this requirement.
