- The U.S. Army Corps of Engineers, Europe District plans to enter into a Firm Fixed Price (FFP) Contract for a Design-Bid-Build (DBB) construction contract for the construction of multiple buildings, including an underground structure, on a military installation in Israel. The scope of work includes excavation, major systems for HVAC air handling units, chillers, elevators, electricity, communications, UPS systems, water and sewage systems, finishing works, fire protection, waterproofing, building management system. The proposed construction will be administered under Foreign Military Sales (FMS) and United States (U.S.) procurement laws and regulations. The contract will be awarded and paid in U.S. Dollars. This procurement is restricted to U.S. firms only, in accordance with 41 U.S.C. 421, 48 C.F.R. Chapter 1, Federal Acquisition Regulation (FAR) 6.302-4 - International Agreement, and Defense FAR Supplement (DFARS) Part 225 - Foreign Acquisition. Contractors participating in this solicitation must be U.S. firms. Any Joint-Venture must be with another U.S. firm. Responses to this sources sought are desired from firms who can demonstrate recent experience and good past performance in construction of similar facilities no later than 27 May 2014 at 1500 hours Central European Time (CET). The qualifications of the construction firm along with the submitted price will evaluated by the Government and award will be made to the overall best value trade-off. The estimated magnitude of construction is $10,000,000 to $25,000,000. The maximum construction duration is 540 calendar days. The North American Industrial Classification System Code (NAICS) is 236220. In order to be eligible to perform under this contract, the pre-qualified firm(s), including all entities which comprise a joint venture, and the joint venture itself, must possess or be able to obtain at a minimum a Department of Defense (DoD) Secret facility security clearance (FCL) with Secret safeguarding capability, issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M. Specifically designated personnel requiring access to classified information or to the Controlled Access Areas (CAA) must also possess a Secret personnel security clearance issued by DSS. Offerors already possessing the necessary FCL must submit their appropriate Commercial and Government Entity (CAGE) Code, facility clearance and safeguarding level with the required pre-qualification documentation. The Government is posting this sources sought, which constitutes Phase I of this two phase process, through the Army Single Face to Industry (ASFI) Acquisition Business Web Site to the Government-Wide Point of Entry (GPE) Federal Business Opportunities (FedBizOpps) Web Site http://www.fedbizopps.gov as a means to gain knowledge of interested construction firms who have the capabilities to complete and perform a contract of this magnitude. Firms that are interested in participating in the solicitation and have the capabilities to complete and perform the work contemplated under the resultant solicitation shall provide the following information to the Government points of contact listed below: Phase I Submission Requirements (formal response to this sources sought): The following information shall be included on the title sheet for the Phase I submission: 1. Company Name 2. Address 3. DUNS Number 4. CAGE Code 5. Proof of System for Award Management (SAM) registration with NAICS code 236220 listed under the quote mark Goods & Services quote mark tab 6. Facility Clearance and Safeguarding Level 7. Point of Contact Name 8. Point of Contact Phone Number 9. A single (1) e-mail address for future communication (please note, this e-mail address will be used to send all future communications regarding the solicitation, amendments, etc. The offeror may choose to provide a single distribution e-mail or the e-mail of the POC named herein; however, the Government will not distribute information via e-mail to multiple e-mail addresses within the same company.) In addition to the title page, offerors shall be limited to five (5) pages to respond to this Phase I submission with the following information (clarifications and or questions shall be submitted in a separate word document and will not count towards the five page limitation): 1. At least three (3) examples of offeror's capability to perform a contract of this magnitude and complexity, including the offeror's in-house capabilities to execute construction, comparable work performed within the past ten (10) years, brief description of the project, customer name, and timeliness of performance, customer satisfaction, and dollar value of the project. 2. Offeror's experience working with projects involving an FCL. 3. Offeror's experience working in Israel. 4. Offeror's Joint Venture information if applicable - existing and potential. 5. Offeror's bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). Offerors who have a valid DUNS number, CAGE code, FCL and SAM registration demonstrating NAICS code 236220 and whose five (5) page response to the information above indicates an adequate approach and understanding of the requirements will obtain the solicitation and any subsequent amendments through the AMRDEC SAFE website at https://safe.amrdec.army.mil/safe/. Offerors are encouraged to visit this web site and become familiar with its contents and functionality prior to the solicitation issue date. It is projected that the solicitation (Phase II) will be issued on or about 2 June 2014 with a pre-proposal discussion /training and site visit on or about 11 June 2014, and a projected closing date of 2 July 2014. The solicitation will be issued free of charge and available electronically. Paper copies of this solicitation, plans, and specifications will not be provided; however, solicitation documents may be printed by the offerors and handled in accordance with the applicable document security regulations and subsequently destroyed by all offerors, other than the successful offeror, after award. It is the offeror's sole responsibility to ensure they have obtained all solicitation documents and any subsequent amendments, if any.
