- Synopsis: The 109AW, Stratton Air National Guard Base has been tasked to solicit for and award a project entitled Replace Hangar Fire Suppression located the 109th Airlift Wing New York Air National Guard Base, Stratton Air National Guard Base, Scotia, NY 12302. The proposed project will be a Firm Fixed Price contract. The type of solicitation will be an Invitation for Bid (IFB). Construction Services to be performed under the firm fixed price contract will consist of the contractor providing upgrades to the Base's C-130 aircraft hangar fire suppression systems by the removal of the existing AFFF system to a new High Expansion Foam (HEF) system in hangars 2, 7 and 8, including overhead wet pipe sprinkler system. The project also includes new fire pumps and pump house, approximately 1500 sq. ft., with water storage tanks, approximate of 50000 gallon each, and performing the work to construct as shown on the Contract Drawings and as described in the Specifications. Additionally, the Contractor shall provide a temporary Fire Pump for the duration needed. It is anticipated that pump shall be supplied with 500 GPM of water with a residual pressure of 80. The pump shall be designed to discharge water at a pressure of 125 psi (45 psi pressure differential). Location of work will be at the 109th Airlift Wing, Stewart ANG Base, 1 Air National Guard Rd, Scotia, NY 12302. Work will be conducted in strict accordance with contract and all applicable Federal, State, and local laws, regulations, codes, and directives. Estimated Construction Range: Between $1,000,000 & $5,000,000. Duration of project is 365 calendar days after receiving Notice to Proceed. This procurement is 100% set aside for small business concerns. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 238220. Small Business Size Standard for this acquisition is $14.0 Million. An organized site visit is tentatively scheduled for 26 May 2014 at 1300 at the job site. A firm date and time will be incorporated in the solicitation documents. Please do not make plans to attend until confirmed in solicitation realease. Due to security concerns, firms attending the site visit must follow the procedures in the solicitation for base access. Bids are due to the following address on or about 16 June at 11:00 EST: 109th AW MSG/MSC, 1 Air National Guard Rd, Scotia, NY 12302, Civil Engineering Building 25, Contracting Office, ATTN: Wanda Yarbor All documentation relevant to this solicitation will be distributed electronically via the FBO website. The solicitation, specification and drawings will be uploaded to the FBO website for electronic downloading. No paper copies will be issued. Any amendments to the solicitation will be posted to the FBO website. Interested bidders should check the FBO website frequently for any amendments to the solicitation. Performance and Payment Bonds in the amount of 100% of the contract price will be required of any prospective awardee. A bid bond in the amount of 20% of the bid price is also required. Facsimile or e-mail bids ARE NOT allowed by the terms of the solicitation and will not be accepted.
