- Greetings, U. S. Fish & Wildlife Service (USFWS), Region 4, is interested in establishing a Blanket Purchase Agreement (BPA) for Veterinary Services for the Puerto Rican Parrot Recovery Program offices of Iguaca Aviary and the El Yunque National Forest Wild population. Located at El Yunque National Forest and the Iguaca Aviary in Road 191, Km. 7.2 Rio Grande Puerto Rico 00745 and at the Vivaldi Aviary, Rio Abajo State Forest, off State Road PR-621, Utuado, Puerto Rico. This requirement is being procured in accordance with provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. In particular with FAR Part 12, Acquisition of Commercial Items and award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures and FAR Part 15, Contracting by Negotiation. A firm-fixed price; Blanket Purchase Agreement will be awarded to 1 (one) Offeror providing the best value to the Government. Evaluation of interested firms will be based on these factors: 1) Technical; 2) Past Performance; (3) Price. Please note: Price will be evaluated, but not scored. The price evaluation will determine whether the proposed price is realistic, complete, and reasonable in relation to the solicitation requirements. Proposed price must be entirely compatible with the technical proposal. The agreement will be for five (5) years. The total magnitude of these contracts is estimated not to exceed $250,000 over five (5) years. The North American Industry Classification System (NAICS) code is 541940, with a size standard of $7.0 million dollars annually. This procurement is restricted to small size business. Contractors must be registered in the System Award Management (SAM), and able to accept payment through Invoice Processing Platform (IPP) to be eligible for award. Proposal packages, including the cost proposal and all other requested information, must be submitted by 12 p.m. (noon)., Friday, June 6, 2014. To be considered, all prospective vendors must send their proposal package by email to: constance_fields@fws.gov. The anticipated award date of this blanket purchase agreement(s) is 06/23/2014.
