- With headquarters at Eglin AFB, FL, the Armament Directorate's mission across multiple USAF bases is to equip warfighters by acquiring and supporting war-winning capabilities. On 14 March, the Directorate announced the hosting of a Small Business Industry Day (SBID) under the title of "Armament Small Business Only Industry Day," which focused on the product needs for Track 1 of the SBID. This supplemental announcement identifies 1) the location of this event at the Sandestin Golf and Beach Resort in Miramar Beach, FL 2) the date of the event on 29-30 July 2014 and 3) specific armament business opportunities intended to be set aside for small businesses (these are in addition to those listed on 14 March). Pending the level of response and associate building capacity, attendance may be on a first come, first serve basis. The AF SBID, provides a forum for small businesses to present products of interest to the AF, learn about upcoming AF armament business opportunities, meet with subject matter experts on technology needs, and meet with major defense contractors for partnership opportunities. SBs must register at the website below in order to attend the Track 2 session designed to provide further information on the requirements listed below followed by a question and answer exchange. Invitations for one-on-one meetings (not guaranteed for all participants) will be sent directly to individual small businesses after registration opens. Questions received may be answered via amendment(s) to this announcement if deemed relevant to all parties unless a specific request for privacy is included. https://conference.brtrc.com/AFSBID/2014Armament Small Business Opportunities Summary: 1. Improved Lethality Warhead: The primary objective of this contract is to build BLU-111D/B CDI warheads, which consist of a Cast Ductile Iron warhead case manufactured to meet the same outer mold requirements as a standard BLU-111 500 lbs bomb. The BLU-111D/B CDI will utilize a certified fuze, proximity sensor, and guidance kit from the current AF inventory. The warhead case will contain PBXN-109 as explosive fill in order to meet the area attack mission and the warhead will have the capability to deliver the payload into an open area using Height of Burst (HOB) technology. The contract anticipates competition and award in early 2015 with PoP of 24 months and potential for a follow-on. 2. Design, Develop and Qualify New Container: The Small Diameter Bomb may require new single weapon containers for the existing SDB I weapon. A small business will be considered for design, development, qualification and manufacture of this new container. The container should be designed for military applications in accordance with Mil-Std-648D, passing applicable qualification testing from Mil-Std-810G. It would also need to meet the insensitive munitions requirements of Mil-Std-2105D. The container designer/manufacturer would have to work closely with the weapon manufacturer to address any weapon warranty issues. Quantities of up to 3050 containers may be required. Air Combat Command has not approved this acquisition yet but if the requirement materializes, contract award could be as early as 2016 with period of performance of up to three years. 3. Inventory Control Point: Contractor Logistics Support to provide labor, shipping and storage to assure BRU-61 carriage system readiness and reduce downtime associated with organic organization level repair. Government has a three (3) day shipping requirement applicable to OCONUS and CONUS locations. Within three (3) business days, excluding Federal Holidays, the contractor shall respond to an order and ship BRU-61 carriage spares listed as identified by the System Program Office. Inventory Control Point (ICP) will also be required to provide Peacetime Annual Demand and Surge Protection Stocking Levels as anticipated. Those surge levels will be provided by the SPO. 4. Annual OPERATIONAL SAFETY, SUITABILITY, AND EFFECTIVENESS (OSS&E) Storage Inspections Contractor will assume responsibility for SDB system performance and establish procedures for visual support and electronic inspections, (IBIT, Compressor and Visual testing). Inspections are to be performed on a minimum of 5 percent and maximum of 10 percent of SDB 1 weapons and carriages in support of OSS&E. Contractor shall use the Operational Requirements Document (ORD), to define and perform user requirements. OSS&E operations are performed at restricted US Government facilities CONUS and OCONUS and proper Federal identification will be required for entrance. A security clearance at the level of Secret maybe be required for access to some of these facilities 5. Manufacture and repair containers The SDB II weapon is delivered in individual extruded aluminum containers. Over time and use, these containers are expected to sustain some damage due to handling that goes beyond field repair. Needed repairs could include welding of aluminum and possibly the manufacture of small parts out of aluminum or steel. It could also include procurement and installation of non-standard parts such as shock mounts. The repaired containers would need to be certified that they are returned to "like new" condition so that the warranty on the weapon will not be voided. Though this will be an ongoing effort, this repair capability will probably not be needed until 2017 at the earliest as we do not expect the first deliveries of the containers until late 2015/early 2016. There are expected to be around 12,000 containers fielded between contract award and the last lot delivery in 2025. Due to the expected life of the weapon system, the need for this service could run through 2045, however the contract would probably be awarded in smaller periods of performance of 5 to 10 years. 6. OFP Updates for weapons in storage (EBM) SDB I and II weapons and carriages require periodic updates of Operational Flight Program (OFP) software embedded in them. The program office is considering contracting for annual test and upload of approved OFP software. The contractor would maintain configuration control of the SW and weapons with respect to SW load. SDB Logistics personnel will assist with the effort. The contractor would need certified software personnel with access to weapons in deep storage at Army Depots around the world.
