- Past Performance Evaluation AE Statement of Work AE Qualifications Form Solicitation Number: GS-02P-14-DT-C-0005 REQUEST FOR TECHNICAL PROPOSALS Date: May 14, 2014 Architect-Engineering Design Services Agency: General Services Administration (GSA), Public Buildings Service Office: Region 2: Northeast and Caribbean Region PROJECT: Department of Homeland Security (DHS)-Immigration and Customs Enforcement (ICE) Varick Street 4th Floor Reduction and Realignment Project LOCATION: Federal Building, 201 Varick Street, New York, NY NAICS: 541310 - Architectural Services SIZE STANDARD: $7.0 Million Pre-Construction Conference and Site Visit RSVP DUE DATE: May 19, 2014 BY 3:00PM Eastern Time. RFP RESPONSE DUE DATE: June 13, 2014 BY 3:00 PM Eastern Time. RSVP and RFP RESPONSE TO: General Services Administration, Acquisition Management Division, 26 Federal Plaza, Room 1639, New York, New York 10278, ATTN: Patricia Wright, Contracting Officer. The General Services Administration (GSA) Design Excellence Program seeks to commission architects and engineers to maintain and modernize our legacy federal buildings for the next 50 - 100 years of service. These projects are to demonstrate the value of integrated design that balances historic significance with current needs; balances aesthetics, cost, constructability, and reliability; and creates environmentally responsible and superior workplaces for civilian Federal employees. In this context, GSA announces an opportunity for performance of Architect-Engineering Design Services in accordance with GSA quality standards and requirements. As required by law, all facilities will meet Federal energy targets and security requirements. Project Description: This solicitation is for Architectural and Engineering (A-E) design services for the Department of Homeland Security ("DHS")-Immigration and Customs Enforcement ("ICE") Varick Street 4th Floor Reduction and Realignment project at the Federal Building located at 201 Varick Street, New York, NY. The 4th floor has a total usable area of 74,326 sq. ft and the entire floor is currently occupied by the Department of Homeland Security's ("DHS") Immigration and Customs Enforcement ("ICE"). This project involves design for the conversion of approximately 43,065 sq. ft of detention center space into an open-office space with a warm-lit shell; the renovation and reconfiguration of approximately 3,235 sq. ft of existing office and cafeteria space into a visitation area adjacent to the existing 14,824 sq. ft. of processing center space; the addition of a secured perimeter with separate access for the spaces to be retained by DHS-ICE; the investigation and abatement of existing asbestos and hazmat conditions, as well as the incorporation of Leadership in Energy and Environmental Design ("LEED") measures. The design must comply with the Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings. The Federal Office Building located at 201 Varick Street is a twelve (12) story Art Deco office building constructed in 1929. The building is occupied by the various Federal Government Agencies of the United States. This building is located in lower Manhattan. Addition information on this building including detailed descriptions and history can be found at the following website link: http:// www.gsa.gov/portal/ext/html/site/hb/category/25431/actionParameter/exploreByBuilding/buildingId/318# Scope of Work: The scope of professional services will require at a minimum: project management, licensed architectural, structural engineering, mechanical and electrical engineering, fire protection engineering, security design and cost estimating services for pre-design survey and concept design documents, design development documents, construction documents, specifications, cost estimates, schedules, computer aided design and drafting (CADD), and optional pre-construction and construction stage services. The project is to include content to comply with the GSA Design Standards, DHS Design Guide, DHS Requirements and Specifications; conformance to the GSA P-100 (Facility Standards for Public Buildings); conformance to federal statutes and regulations to include waste reduction, use of recovered materials, energy conservation, the Buy American Act, and the Competition in Contracting Act. The selected A-E firm will be required to perform all necessary building survey work for this project, such as verifying existing conditions, prepare drawings and specifications in sufficient detail such that qualified construction firms can prepare accurate and timely proposals for the desired construction work. Microsoft Project scheduling and management software will be used by both the A-E and Contractors to allow for regular tracking of schedules and work by the GSA. All work must be designed within a specified construction budget limit, within the range of $5,000,000 - $10,000,000. Progressive design phases are as follows: Pre-Design Survey and Design Concepts Phase, Design Development Phase, Construction Documents Phase (consisting of: 50% Construction Documents Submission, 100% Construction Documents Submission, Final Construction Documents Submission, and Conformed Construction Documents Submission). Additional optional work included in the scope is services are: Construction Procurement Phase; Construction Delivery and Closeout Phase consisting of Post Construction Contract Services (PCCS) and Construction Inspection Services (CIS). Selection Process: This is a Request for Technical Proposals (RFP) from A-E Firms. The A-E Firm as used in this RFP means an individual, firm, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the project design. The procurement will be evaluated using The Brooks Act. This acquisition is set aside for small businesses. The NAICS code for this procurement is 541310, and the size standard is $7 Million. Interested firms having the capabilities to perform this work must respond and submit a signed original and four (4) hardcopies and four (4) digital copies of: a statement of interest, a one-page cover letter referencing the FBO announcement and briefly describing the firm and its location, organizational makeup, and noteworthy accomplishments; Standard Form 330 entitled, "Architect Engineer Qualifications Parts I and II" in hardcopy and electronic format; any supporting data responding to the technical evaluation factors of this RFP and responses to the submission requirements and evaluation criteria below. A digital copy of the complete technical proposal/SF 330 shall also be submitted on a CD ROM. All hardcopy documentation will be in an 8 ½" x 11" format with an 11 point Times New Roman Font. All SF 330's must be current reflecting a date not more than one year from the date of this notice. All responsive offers will be evaluated by The Source Selection Evaluation Board (SSEB), consisting of representatives of the client and GSA. After the technical proposals are evaluated and any necessary clarifications are obtained, a competitive range (of the highest technically rated firms) will be established and all offerors outside the competitive range will be notified that their offers have been eliminated from further consideration. Interviews will be conducted with all offerors in the competitive range by the SSEB. The most highly technically qualified A-E firm will be asked to submit a price proposal. Negotiations will be conducted with this A-E firm, if necessary. In the event that GSA is unable, for any reason, to enter into an agreement with the selected A-E firm, GSA reserves the right to terminate discussion with that A-E Firm without incurring any liability. GSA will then proceed to negotiate with the next highest ranked A-E Firm. After negotiations, the selected A-E Firm may be asked to submit a best and final offer. An award will be made if a mutual agreement on the price is reached. Unsuccessful offerors are notified and upon request, debriefed. In accordance with FAR Subpart 36.6 and GSA Manual Part 536.6, the government will evaluate firms to determine the most qualified, using the following factors: FACTOR No. 1: SPECIALIZED EXPERIENCE (25%): For Factor No. 1, the A-E shall complete Section ‘F', entitled "Example Projects Which Best Illustrate Team's Qualifications For This Contract", Part I, of the Standard Form 330 (SF 330) entitled, "Architect-Engineering Qualifications" with example projects that best illustrate the proposed team's experience. The A-E shall submit three (3) separate projects, in which construction was completed within the past six (6) years. The A-E Firm shall submit projects that meet the following criteria: 1) At least two (2) projects shall be a major renovation, tenant fit-out or alteration in an occupied building. 2) At least one (1) project shall be a Government institutional building, private institutional building, or commercial office building. Each of the projects shall have minimum construction values of $5,000,000. The description for each project shall consist of: • The project requirements, including major work items, and the relevance of the submitted project to this project. • Brief narrative on (a) the specific design approach and main features for the project, including energy conservation techniques, sustainable design strategies and/or LEED measures; (b) how the client's program, function, image, mission, economic, schedule, and operations and maintenance objectives were satisfied by the overall design/planning solution. • Project duration, at award and actual; reason for differences, if applicable • The construction value of the project at award and final construction value; percentage of change orders and reasons, if applicable. • A client reference contact for each project, including name, title, address, email, phone and fax numbers. A representative floor plan and a minimum of two photographs must be included for each project. Tangible evidence to substantiate information in the narrative such as certificates, awards, commendations, peer recognition, etc., demonstrating design excellence shall be included. Narrative shall be a maximum of two single sided 8½" x 11" pages per project, not including the floor plans, sections, photographs, and/or tangible evidence. NOTE: 1. Projects that will not be considered for this factor are: (a) industrial facilities; (b) retail stores; (c) warehouses; (d) residential projects; (e) elementary, middle, and/or high school projects; or (f) transportation projects. 2. A project for this factor will be defined as: (a) a stand-alone project, (b) a single task order of an IDIQ contract, or (c) one individual phase of a multi-phase project. FACTOR No. 2: PROFESSIONAL QUALIFICATIONS (20%): For Factor No. 2, in the SF 330, Part I, the A/E firm shall complete Sections ‘C' entitled "Proposed Team" and ‘E' entitled "Resumes of Key Personnel Proposed For This Contract" and submit the following: Key Team Lead Personnel: A narrative (maximum of one single-sided 8½" x 11" page per key Team Lead Member) describing the education, qualifications, professional registrations and certifications, and professional experience of the following "key" A-E Firm and/or Team Lead Personnel: a) Program Executive or Project Manager b) Lead Architectural Designer c) Lead MEP Engineer Describe and provide examples of the project experience of proposed key Team Lead Personnel in delivering A-E services comparable to the services contemplated for these contracts. Include any awards, commendations, or peer recognition for lead Architectural and/or MEP designers. A maximum of three pages and three projects per key Team Lead Personnel may be submitted. Key Team Members: The evaluation will consider qualifications, relevant project experience and longevity with the firm of key management and technical personnel. Provide response for this factor in Standard Form 330, under Part I, Section E - Resumes of Technical Personnel proposed for this contract. Technical Personnel must possess the education, qualifications and project experience that will provide the best opportunity for the successful completion of this contract. A-E Teams shall have personnel with professional qualifications in the following disciplines: a) licensed architects; b) licensed structural engineers; c) licensed mechanical engineers; d) licensed electrical engineers; e) licensed fire protection engineers; f) lighting consultant; g) security consultant; h) hazardous material consultant; i) green/sustainable building consultant; j) professional cost estimator. At a minimum, the selected firm shall have all the necessary licenses and certifications as required and/or recognized by the State of New York to provide professional design service (except for the fire protection engineer; the fire protection engineer may be licensed in any State that formally recognizes a Professional Fire Protection Engineer). For Key Team Members (a) thru (j) above, professional qualifications shall be considered to be a Bachelor's Degree and ten (10) years of design experience at minimum in each respective field, and have a U.S. State/National or equivalent license. FACTOR No. 3: PAST PERFORMANCE (20%) For Factor No. 3, each Offeror shall submit one (1) completed Past Performance Questionnaire prepared by the Owner/Owner Representative for each project submitted under Factor No. 1. The Past Performance Questionnaire provides instructions for the completion and submission of this form. The information submitted under Factor No. 1 and the Past Performance Questionnaires shall be used to evaluate past performance. Evaluation of past performance will be based on Government contracts or other private industry contracts with respect to quality of work, cost control, compliance with performance schedules, reputation for reasonable and cooperative behavior, and business-like concern for the interest of the customer. Provide a current client reference contact for each of the three (3) projects submitted under Factor No. 1. Provide for each project, name and telephone number of the owner/owner representative. NOTE: 1. The term "reliable" relates to the ability of GSA to contact these references. GSA will expend only a reasonable amount of time and effort to contact those submitted as references. GSA reference material must include names, addresses, positions, email address, and phone numbers. Please be advised that references will be contacted. Current e-mail addresses should also be provided for references when available to facilitate contact by GSA. Other project references may be considered. 2. GSA will not limit its reference contacts to those provided by an offeror; instead GSA may choose to contact references independent of those provided. GSA will use Government-wide past performance evaluation systems such as ACASS, PPIRS not to exceed 6 years back), etc. 3. Past Performance Questionnaires are to be submitted with the technical proposals. Questionnaire received after the technical proposal submission due date and time will not be opened. FACTOR NO. 4: DESIGN PHILOSOPHY (15%); For Factor No. 4, in the SF 330, the A-E Firm shall submit in Section ‘H' entitled "Additional Information" a narrative describing the following: a) The firm's design philosophy and approach to delivering this project. b) The Lead Designer's plan and strategies for designing this limited scope project; meeting Federal standards and codes; addressing sustainable design goals of construction waste management, energy efficiency, and environmental responsibility; managing work in occupied buildings; and integrating new design into existing systems and infrastructure. Limit narrative to one single sided 8½" x 11" page with a minimum 11 point Times New Roman font. Interview discussions will be incorporated into score. FACTOR No. 5: CAPACITY TO ACCOMPLISH THE WORK (15%) For Factor No. 5, in the SF 330, Part I, the A-E Firm shall complete Section D entitled "Organization Chart of Proposed Team." This evaluation criteria is intended to demonstrate the A-E Team's approach to this project. At minimum, the A-E Firm(s) must provide the following: 1) A management plan that outlines approach for dealing with issues relating to: (1) quality control, (2) budget, and (3) schedule. 2) Organization chart where all roles, responsibilities and lines of communication are defined, clear and efficient. 3) Narrative description of A-E Team's capabilities and techniques to accomplish the work of this contract. The management plan shall not exceed three (3) single sided 8½ " x 11" pages with a minimum 11 point Times New Roman font. The organization chart shall not exceed one single sided page. The narrative description shall not exceed one (1) singled sided 8½ " x 11" pages with a minimum 11 point Times New Roman font. The response to this factor must identify the proposed team members and their key roles and responsibilities, lines of communication, and the means to integrate client and community input; explain quality, schedule and cost control plans; and describe the coordination plan for consultant work. Interview discussions will be incorporated into the score. This evaluation criteria is intended to demonstrate the A-E Team's approach to this project, their understanding of the work of this contract, the capacity of the A-E Team, and the practicality of their approach to accomplish the work. FACTOR No. 6: GEOGRAPHIC LOCATION (5%) For Factor No. 6, the A-E Firm must demonstrate that they are capable to perform a minimum of 35% of the contract level of effort within seventy-five (75) miles of Columbus Circle, New York, NY, Region 2's Metropolitan geographic area. The A-E Firm must submit a narrative indicating where all architectural and sub-consultant entities proposed for this project as listed in Factor No. 2 are located, and demonstrating the extent of the proposed team's working knowledge of the design and construction market within the New York Metropolitan geographic area. Limit narrative to a maximum of a one 8½" x 11" page narrative using an 11 point Times New Roman Font. In order to select the most highly technically qualified firm, the Government reserves the right to interview and/or ask firms to submit supplemental responses. TECHNICAL PROPOSAL SUBMISSIONS : As stated above, all Technical Proposal Submissions are to be sent to: General Services Administration, Acquisition Management Division, 26 Federal Plaza, Room 1639, New York, New York 10278, Attn: Patricia Wright, Contracting Officer. The name and location of the project, in addition to, the Solicitation Number, shall appear on the package. NOTE: A-E Firms using courier services such as, UPS, Fed Express, etc must provide instructions on how their package is to be handled and delivered. The use of a courier service is the SOLE responsibility of the A-E Firm. For confirmation of deliveries, the A-E Firm's shall use the available tracking number services provided by the courier services. The Contracting Officer and/or any GSA Project Team Member will NOT track technical proposal submissions. Tracking numbers forwarded to the Contracting Officer or any GSA Project Team Member, by voice mail message or via email, will NOT receive a response. It is the A-E Firm's SOLE responsibility to ensure that their technical proposal submissions are submitted by the due date and time as specified in this notice or if revised by an amendment. PRE-PROPOSAL CONFERENCE AND SITE VISIT: There will be a proposal conference and site visit at 201 Varick Street, New York, NY. The A-E Firms must respond to the GSA Contracting Officer to RSVP by May 19, 2014 in order to participate in the pre-proposal conference and site-visit, which is antipcated ot take place on May 21, 2014. The exact date, time and location will be issued in a notification posted in the Federal Business Opportunity Website (http://www.fbo.gov ). Contract will be procured under The Brooks Act and FAR Part 36. The government will not allow payment for travel, living expense, computer time or hookups for the prime or the consultants during the selection process.
