Sources Sought Notice (SS): Fetal Body Composition and Organ Growth in Pregnancy Complications SOURCES SOUGHT NOTICE Sources Sought Notice (SS) : Fetal Body Composition and Organ Growth in Pregnancy Complications Notice Number : Sources Sought SS-NIH-NICHD-2015-0001 Agency/Office : National Institutes of Health Location : Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) Key Dates : Release Date: May 14th 2014 Response Date: May 27th 2014 Purpose of this Announcement : This is a combined Research and Development Sources Sought (RDSS) and (SBSS) Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; 8(a) small businesses, veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the government in determining the appropriate acquisition method, including whether a set-aside is possible or to identify potential sources for a full an open competition. All size organizations are encouraged to respond. This requirement is assigned a code of 541712 in the North American Industry Classification System (NAICS), and the small business size standard for such requirements is 500 employees. Background and Project Requirements : The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) seeks to obtain services of sonology expertise capable of using available technology to catalogue and perform 2D and 3D measurement of obstetrical ultrasound images in an existing bank of singleton and twin gestations. It is anticipated that the resultant contract will be a cost reimbursement type with a base of one year, and three additional options over a two year period. Potential sources must demonstrate and document experience in conducting the following obstetrical ultrasound measurements in fetuses: a) 3D fractional arm and thigh volumes; b) arm and thigh body composition and abdominal wall body composition; c) 3D volume measurement of the first trimester fetal sac, fetal and placenta volumes; cerebellum, liver, kidneys, lungs, heart, pancreas, and adrenal glands Anticipated Period of Performance : The anticipated period of performance is three years from January 2015 - January 2018. Capability Statement/Information : The NICHD is seeking organizations capable of meeting the following criteria. Organizations must submit Capability Statements in response to this notice and these will be evaluated against the following technical areas of experience and expertise: 1. Experience of the principal investigator as evidenced by peer reviewed publications, which shows active participation in ultrasound research particularly for fetal parameters relevant for the proposed work. 2. Demonstrated expertise of the reviewers in the conduct of obstetrical ultrasound, particularly 3D, and should be a sonologist, obstetrician or equivalent. 3. Demonstrated that at least two reviewers have had extensive experience in 3D obstetrical ultrasound and are considered experts in the field. 4. Demonstrated ability to supervise trained and credentialed curators and reviewers and to monitor and retrain curators and reviewers as needed over the course of study as well as ongoing data assurance and control procedures. 5. Offeror should demonstrate the ability to develop a team familiar with the substantive and methodological issues including GE Healthcare software, volume reconstruction and measurement, measurement of fractional limb volumes, lean and fat body composition and visceral volumes; Visceral volume reading including cerebellum, liver, kidneys, adrenal glands, lungs, heart, pancreas and imaging issues essential to the successful completion of this study. 6. Demonstrated excellence for using 4D View GE Healthcare volume reconstruction software, multiplanar or VOCAL, as well as fractional limb, cerebellum and other visceral volume measurements, download and manipulation of ultrasound images, and entry of data into an online database. 7. Demonstrated understanding of the technical issues underlying ultrasonology data that comprise both imaging (DICOM) and biometric (xml) data that have been longitudinally collected over gestation, including accessing images in a PACS system and download and manipulation of images in 4D View GE Healthcare software, as well as capable of providing local IT support as needed for the curators and reviewers for all local computing and software issues to interface smoothly with the Data Coordinating Center’s systems. 8. Documentation of capability and previous experience performing measurement of all ultrasound parameters noted in the statement of work. Respondents must list their DUNS number, organization name, address, technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers and e-mail addresses and size and type of business (e.g., 8(a), HUBZONE, etc.) pursuant to the applicable NAICS code. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. CONFIDENTIALITY : No proprietary, classified, confidential, or sensitive information should be included in your response. The government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Interested organizations that believe they possess the capabilities necessary to perform this project should submit electronic copies (e-mail to ryan.hash@nih.gov ) in addition to four (4) hard copies of their capability statement addressing the areas above (hard copies to be mailed to Ryan Hash at the address listed below). Please limit responses to 15 pages or less. These pages exclude resumes. Written capability statements should be received by the Contracting Officer by May 27th, 2014, 3:00 PM. Capability statements must identify the business status of the organization, i.e., small business, 8 (a), educational institution, nonprofit, large business or other corporate or non-corporate entity.
