Description
The Naval Air Warfare Center - Aircraft Division, Lakehurst, NJ (NAWCADLKE) intends to procure quantity of five (5) Diode Bite Multiplexers; P/N: 4078800G1 and five (5) Microprocessors Circuit Card Assemblies (CCAs) P/N: 4078735G1. These items are components of the Antenna Group OE-120/UPX and will be used as spare assets during system overhauls and/or repairs of this Antenna Group. Both items shall be procured on a fixed price basis against Basic Ordering Agreement N68335-12-G-0015. The Navy intends to solicit on a sole source basis from BAE Systems, Inc. (BAE) Nashua, New Hampshire for the equipment identified above under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. BAE Systems is the original equipment manufacturer (OEM) of the Antenna Group OE-120/UPX, including all subassemblies and component parts. There are more than 100 units in the fleet service on board ship and at sea. With the large number of units in the fleet, it is essential that parts be interchangeable and not have differing mechanical and electrical characteristics and performance, reducing and limiting the spares inventory required by maximizing the ability to share spares at the group or squadron level during deployment. To ensure plug-in compatibility only OEM equipment parts and components meet system requirements. The components and manufacturing techniques of the required custom designed Multiplexers and CCAs are based on BAE proprietary technical data. Only BAE possesses the requisite skills and technical data to to manufacture the required spare parts. BAE is not willing to sell their proprietary rights to the data. Without such data, the Government cannot competitively solicit this requirement for spare parts. BAE is the only known source possessing the technical capability, as well as knowledge of the Antenna Group OE-120/UPX that is required to manufacture the required Multiplexer and CCAs. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. No solicitation will be available for this procurement.
