Description
The Naval Sea Systems Command is conducting market research to determine the availability of a Fleet Survey Team Workboat possessing the characteristics listed below. Consideration will also be given to existing boats or proven designs that have most of the characteristics if all of the below cannot be met. The boats would be procured under a United States Navy (USN) GSA procurement currently in use within the commercial marketplace and modified as required for military applications. As a part of the response to this Request for Information (RFI), interested sources should indicate in a matrix form (Excel spreadsheet) which characteristics can be met and which characteristics cannot be fully met. For each characteristic, please indicate what can be provided. Interested sources are encouraged to propose delivery schedules that can realistically be achieved while keeping in mind the vital need of this request. Hull length: 30 to 38 feet. Aluminum mono-hull. Capacity: 4 crew and 2 passengers (200 lbs each) plus 1,000 lbs mission equipment (total 2,200 lbs). Fully operational in Sea State 3 and minimum headway in Sea State 4 conditions. Sprint speed: 25 knots at full load displacement. Endurance: 2 hours at cruise speed (20 knots), 12 hours at survey speed (6 knots). Range: 200 nm at 20 knots. 1,100 hours of operation per year. Twin gasoline outboard propulsion. Air transportable by C-130T on trailer with 2,500 lbs cargo. Road transportable on trailer by F450 prime mover (16,000 lbs towing capacity). Environmentally controlled cabin with seating for 5 persons: coxswain, navigator, 2 surveyors (with 5 foot long work station), 1 passenger. Aft deck working area. Aft A-frame for towing side scan sonar (500 lbs resistance). Moon pool for deployment and retrieval of multi-beam transducer integrated into boat's hull bottom with retractable doors on hull bottom for when not in use. Deployment/retrieval system for deploying 100 lb transducer straight down through the moon pool. Transducer is 20" long by 22" wide and deployed 30" below the hull bottom. Survey speed is 6 knots. Hoisting fittings. Aft deck canopy. Davit with 100 lbs capacity and 1 foot reach beyond the hull side. Tow provisions forward and aft. Deck cargo tiedown system. Non-skid on all walking areas and anti-fatigue matting inside cabin. Electrical Systems: 12 Vdc system 120 Vac system with minimum 8 kW Westerbeke gasoline generator 120 Vac shore power system with charger Un-interruptible Power System for 120 Vac Communications: VHF marine band radio Loudhailer EPIRB Navigation Systems: Furuno 8MFD with charts, radar, depth sounding, GPS, and heading Compass Navigation and towing lights Hand held spotlight LED Lighting: Working deck Interior Low level decking Redundant HVAC system for cabin (weight accounted for in mission equipment) Space, weight, power reservation for survey equipment: Motion sensor (20 lbs) Multi-beam transducer (deployed through moon pool) (60 lbs) Single-beam transducer (35 lbs) (2) laptops with monitors (total 25 lbs) (2) computer racks inside the cabin (total 250 lbs) AGO oceanographic winch foundation (used with A-frame, weight accounted for in mission equipment) It is anticipated that Two (2) boats will be procured. Interested sources are encouraged to submit a capability summary that does not exceed five (5) pages in length describing their boat and firms recent relevant business experience and their approach in meeting the requirements stated above with emphasis placed on their approach/strategy to meeting accelerated delivery schedules. Responses should include: (a) The name and address of the contractor and where such boats would be built; (b) Point of contact including name, title, phone, and email addresses; (c) A description of craft currently offered by the contractor that meet or come close to meeting the above listed requirements. All offered craft characteristics should be identified for chart comparison to the requirements listed above. If above requirements cannot be met, identify what is achievable with minor modifications; (d) An estimated unit price, (e) delivery schedules with a discussion on the strategy and approach to realistically achieving these schedules, and (f) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business.
