Description
The USDA Forest Service Western Wildland Environmental Threat Assessment Center (WWETAC) intends to negotiate on a single source basis under the authority 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements with Kevin F Casey, Centerville, MA for programming for DGVM modeling of climate change effects. Contract requires extensive knowledge of BioMAP source code and program organization, the UIdaho MACAv1 input climate dataset, and specialized software tools for executing and managing simulations on a high performance parallel processor computing platform. It also requires proficiency in climate science, geographical information systems, statistical analysis and software engineering techniques and principles. Contract requires the ability to test, repair, augment, reorganize and document BioMAP DGVM code efficiently; the ability to structure and organize UIdaho MACAv1 climate dataset; and the ability to calibrate and execute BioMAP DGVM on a high performance parallel processor computing platform. The proposed contractor has significant experience revising, reorganizing and documenting BioMAP source code to conform to proper C code source file organization practices and executing simulations. The contractor was a key developer in a research project at San Diego State University where BioMAP was used to simulate vegetation dynamics at a research plot by adapting a small part of UIdaho MACAv1 climate input dataset. And in a prior project, studied, reorganized and documented BioMAP code to identify bugs and improve and document code structure. This notice is not a request for competitive proposals, however, all responses from responsible sources will be considered. All responses must be submitted in writing within 15 calendar days of publication of this notice.
