- Description
- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a firm fixed price sole source purchase order using simplified acquisition procedures to Lockheed Martin Corp, 4770 Eastgate Mall Location A, San Diego CA 92121-1970 for analysis and engineering support to evaluate appropriate signal processing and classification tools in order to develop a viable Advanced Underwater Weapon System (AUWS) acoustic classification capability. Based on the initial development of the Littoral Sea Mine (LSM) classification processing/software system by Lockheed Martin Corp, NSWC PCD is investigating the feasibility of incorporating LSM technologies into the AUWS. This purchase is not suitable for full and open competition for the following reasons. Lockheed Martin Corp is the only company that can provide the technical item(s)/services(s), required to accommodate the Government's minimum technical needs and time frame. There are no other suppliers that can meet our requirements in a timely manner. Based on Lockheed Martin Corp previous work with the US Navy LSM program, Lockheed Martin Corp is the only company that has the required expertise for demonstrating and extending their algorithm's performance in accordance with the objectives outlined in the original design and relevant to the Advanced Undersea Weapons System (AUWS). Typical tasks include characterization, enhancement, and documentation of the processing used during the original effort. The LSM classification technology has been considered for use in AUWS scenarios, which is a factor in the urgency required in the current project. This effort is to be a part of an acoustic data processing system that is under development. Acquisition from other than the sole source, for this particular effort, would require additional time for learning the signal processing algorithms, and for a re-design of the algorithm implementation. This would present unacceptable risks and delays to the Government. Under LSM, Lockheed Martin Corp developed a unique system and much effort has been invested on the part of the Government to ensure that enhancements to the technology are both applicable and viable. There is no other source that can meet the requirement. The period of performance will be for 8 months after award of the order. NAICS 541712 applies. Large Business Size Standard is 1000 employees.
