- STATEMENT OF WORK Install Locks on Doors 1.0PART I - GENERAL: 1.1GENERAL: The contractor shall provide all labor, materials, equipment and supervision necessary to implement Scope of Work Items listed below at SIERRA ARMY DEPOT, Herlong, CA. 96113 1.2Minimum Requirements: All installation shall be done within the manufacture's specifications and in accordance with all Federal, State and local regulations. Work shall be done is a professional workman like manner and to industrial standards. It is highly suggested a PRE-BID SITE VISIT take place to afford the opportunity to get familiarized with all the different aspects of this project. 1.3Location: Sierra Army Depot 1.3.1Refer to any attached plan for details and locations of work to be performed. 1.4Scope of Work Items: Install Door locks. 1.4.1Install Door locks to include: Furnish and Install Electromagnetic Locks and Access Control systems for Three (3) sets of Double doors. Doors are double out swinging doors with no astragal 1.4.1.1Furnish and Install Securitron XMS Motion Exit Detector 12/24 VDC Item# SKXMS or equivalent at each door to detect personnel exiting the building. There are no motion detectors required outside. Refer to drawings. Contractor will run power to the 10 series power supply which is a transformer with a battery backup. No bell required. 1.4.1.2Furnish and install KABA 5770 Stand-Alone Access Controller E-PLEX or equivalent mounted on the exterior wall at each door to allow personnel access. There is no door preparation required to existing doors. The system will work with existing doors. I access unit for each location. 1.4.1.3Furnish and install Mutimag Locks Item#8320 Rutherford Controls or equivalent at the top center of each door jamb. 1.4.1.4Furnish and Install 10 Series Power Supply with field selectable voltage 12/24 VDC Rutherford Controls or equivalent. The power supply has a built in backup. 1.4.1.5Furnish and Install all electrical circuits routed from the power supply battery back-up to the electrical panels identified on the attached drawings. Contractor shall be responsible for proper sizing of wire and conduits. Refer to drawings for distance to the power supply. Ceiling is drop ceiling. 1.4.1.6Furnish and Install all electrical circuit breakers. Existing Panel type: ZINSCO BD265430. 1.5Applicable Documents: 1.5.1SIAD Regulation 420-7 (Fire Prevention and Protection) 1.5.2COE regulation 385-1-1 (Safety) 1.5.3All local, state and federal laws, codes and regulations. 1.5.4NEC Electrical Code 1.5.5UBC Building Codes 1.5.6NFPA fire codes 1.6Material Approval: All materials shall be approved by the Technical POC prior to installation. 1.7Submittals: 1.7.1Submittals required: (2 weeks prior to construction): Designs, drawings, special materials, material colors, and material safety data sheets (MSDS) and certifications. 1.7.2Timeline Plan: A completed construction time line plan presented at the pre-commencement meeting. The plan shall be updated weekly and a copy presented to the POC weekly. 1.7.3Operations and Maintenance Manual: Three (3) sets of manufacturer operation and maintenance manual describing capabilities, maintenance of the proposed improvements, if applicable, to be submitted with quotation. 1.8Pre-Commencement Meeting: Prior to the commencement of work, a meeting will be held with the contractor and the government representatives to discuss matters of mutual interest concerning the contract. General conditions, work schedules and phasing, security, safety, depot siren, operations during lightning/thunderstorm, character of work, operations & storage areas, housekeeping and clean-up, days of work, equipment, fire prevention, smoking areas, accidents, local rules and regulations, delays, quality assurance, inspections, digging permits, hazardous waste, debris disposal and other matters pertinent to work accomplishments will be discussed at this time. 1.9Drawings: Drawings may be available upon request. A copy of the as built drawing shall be on site and updated on a regular bases to be reviewed by the POC & COR. Upon the completion of the project a clean new set shall be turned over to Sierra for their retention. 1.10Point of Contact (POC): The Technical Point of Contact (POC) for this action will be Mr. Jason Colbert 530-827-4293. 1.11Work Coordination: All work shall be coordinated with the Technical POC. 1.12Work Commencement: Contractor shall commence work 10 days after receiving Notice to Proceed (NTP) and shall complete the work within 120 days unless otherwise stated per the COE Contract. This may change for the convenience of the government at any time. 1.13Smoking Areas: Smoking will be permitted only at locations designated by the Technical POC. 1.14Safety: 1.14.1Regulations: All installation safety regulations shall be followed. 1.14.2Signage: Appropriate signs designated by Fire, Safety & Security shall be provided by the contractor and placed as indicated in work areas. 1.14.3Work Area Closures: The work areas shall be closed off to unauthorized personnel. 1.14.4Accidents: All accidents shall be reported to the Safety Office through the Technical POC. This is to be accomplished within the same shift, preferably as soon after the accident as is practical. An Occupational Safety and Health Administration (OSHA) Form 101 shall be submitted to the Safety Office within three working days after an accident. In the event of serious injury or damage, work will stop and everything will be left in place exactly as it was at the time of the accident, excepting when the possibility of more damage or injury exists. 1.15Housekeeping and Cleanup: After completion of each phase of the work, the contractor shall at the end of each work day leave all work areas in a neat, clean and workmanlike condition satisfactory to the POC. After completion of the entire job, the contractor shall remove from the premises all tools, equipment, and excess materials. 1.16Unscheduled Interruptions: Work operations are subject to unscheduled interruptions and contractor personnel may be required to immediately leave the designated work area or be denied access due to security operations. Mission requirements may necessitate suspension or cancellation of custodial operations for that period. All incomplete work shall be rescheduled for completion at a later time/date mutually agreed upon by the COR, POC, QA personnel and contractor. 1.17Working Area Verification: The contractor shall be responsible for the coordination and proper relationship of this work to the building premises, and thoroughly familiarize himself with all details of the Scope of Work and working conditions, to verify all dimensions in the field, and advise the POC/COR of any discrepancies before performing any work. 1.18Quality Assurance: While performing this work the contractor shall be subject to on site inspections by the Technical POC and QA personnel. The contractor shall provide a manager to conduct and oversee daily QA and safety issues. If any work is found to be in violation of a specification requirement, the Contracting Officer Representative (COR) will issue a stop work order until the violation is resolved. Standby time and expenses required in resolving the violation shall be at the contractor expense. 1.18.1 There shall be announced and unannounced spot checks. 1.18.2QA visual observations may be performed by the COR, POC & QA personnel. 1.18.3 Evaluation of customer complaints and/or comments, shall be reviewed jointly by the COR andTechnical POC. 1.18.4 Communication with users shall be done through the Technical POC. 1.19Debris: 1.19.1Non-Hazardous Waste: All scrap, solid waste and non-hazardous materials shall be disposed off the depot and in accordance with applicable laws and regulations at Contractor's expense, unless otherwise specified in the contract. 1.19.2 Hazardous Waste: Hazardous waste generated by Contractors on Sierra Army Depot shall be disposed of in accordance with Depot Policy. Contact the Environmental Office, 530-827-4318, for proper disposal instructions. Government receptacles or containers shall not be used for disposal. 1.20Delays: The government is not liable for any delay caused by the occupant, security inspections at any entrance gates or any security measures imposed by the Installation Commander and/or higher authority. 1.21Damages: Contractor shall be responsible for repairing damage caused by construction and or repair activities. Any damages incurred as a result of contractor's actions shall be repaired or replaced at no additional cost to the government. 1.22Materials and Equipment Stored on Depot: The government shall not assume any responsibility for the security or protection of any materials or equipment stored on the depot by the contractor. 1.23Environmental Notification: N/A 1.24Dimensions: All dimension supplied to contractor in any form are to be verified by the contractor. 1.25Contract Additions and Deletions: The Government reserves the right to add or delete items from the contract, subject to their change in use. Resulting contract price adjustments will be negotiated based upon costs in place at that time and are identical per contract performance period. The Authorized Contracting Officer (ACO) is the only person that can make any changes to the contract. Any change made will be effective only after both the contractor and the Government sign the revised contract. 2.0PART II - PRODUCTS: 2.1Contractor Supplied Materials: The contractor shall supply normal industry standard approved materials. 2.2Minimum Requirements: All work shall be done per NBC & IBC code and standards and the Uniform Mechanical code. 2.3Government Supplied Materials: The Gov. shall supply any items described as quote mark Gov. supplied quote mark in the Scope of Work in a timely manner to coincide with the contractors time line. 3.0PART III - EXECUTION: 3.1 Performance Notification: The contractor or their manager shall contact the POC at the start of each working day to verify the day's agenda, personnel, equipment sub-contractors and any other special items. This information will be compared to the submitted contractor's time line. 3.2 Demolition: The contractor shall identify and contact Technical POC prior to any necessary demolition. Technical POC will approve any demolition required before proceeding. 3.3 Installation: The work will be done in a timely workman like manner with a professional looking appearance and function. 3.4 Completion: The contractor shall contact the Technical POC to inspect installation of all components of this project. 3.5 Warranties: The contractor shall provide a minimum of a one year warranty on all work unless otherwise stated in the Scope of Work Items. Any manufacturer warranties shall be passed on to Sierra Amy Depot.
