- Preliminary Parts list Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 561910 which has a corresponding Size standard of $10 Million. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will consider alternative NACIS codes from interested parties. The alternative NACIS codes should be included in the response to this sources sought. 2. Program Details: Background Obsolescence and recent modifications to the AN/FPS-117 radar managed by the Air Force Life Cycle Management Center, Atmospheric Early Warning System Section (AFLCMC/HBZIA) have resulted in the need to upgrade Unit 4 of the radar. The upgrade consists of replacing the obsolete parts with currently available parts and removing parts no longer needed. Purpose The purpose of the proposed task is to have a contractor: A. Procure the material required. (See attached preliminary parts list) B. Perform the following assembly for each of the 28 kits (note that detailed mechanical and schematic drawings will be provided as part of the final solicitation package): i. Rittal Enclosure a. Drill or punch two holes in the removable panel in the top of the Rittal enclosure. The holes will be used for the wiring entering and leaving the enclosure. These wires are not part of this contract. b. Drill four holes in the back of the Rittal enclosure for mounting the enclosure to a wall. c. Drill four holes in the mounting plate of the Rittal enclosure for access to the wall mounting hardware. d. Drill four holes in the mounting plate of the Rittal enclosure for mounting the soft start controller. e. Install RIVNUTs in the four soft start controller mounting holes. f. Install the Altistart 22 soft start controller in the Rittal enclosure. g. Install jumper wires (total of 5) among the control terminals of the Altistart 22 soft start controller ii. Wiegmann Enclosure a. Drill or punch two holes in the sides of the Wiegmann enclosure for connection to conduit. The connection to the conduit is not part of this contract. b. Drill or punch six holes in the front cover of the Wiegmann enclosure. c. Assemble the components of the Allen Bradley push button switch. d. Install the two American LED-gible LEDs in two of the holes and the Allen Bradley push button switch in another. The remaining holes will be used for other components at the time if installation in the field. The components to be used in these holes and the installation is not part of this contract. e. Drill four holes in the back of the Weigmann enclosure for mounting two sections of DIN rail. f. Cut the DIN rail into two properly sized lengths. g. Mount the two DIN rail segments to the back of the enclosure. h. Mount the Eaton motor controller to the upper DIN rail. i. Mount the K4, K5, and K7 relay sockets to the upper DIN rail. j. Mount the Phoenix Contact terminal blocks and accessories to the lower DIN rail. k. Interconnect all installed components (total of approximately 50 wires, six being 10 gauge and the remainder 16 gauge) l. Install wires in the terminal blocks for connections to the components to be installed in the three empty cover holes (components are three single pole single throw switches). Crimp ring connectors to the ends of the unattached wires. C. Divide the material into 28 kits (A detailed list of what should be in each kit will be provided as part of the final solicitation package). D. Package the kits. E. Label the kits with the provided Time Compliance Technical Order (TCTO) number (the TCTO number will be provided as part of the final solicitation package). F. Deliver the packaged kits to Hill AFB, UT 84056. Currently, approximately 30 unique parts from 7 different vendors have been identified. Attachment #1 (Preliminary Parts List) provides a list of parts that the government anticipates will be included in the kits. This list is not finalized and is intended to be used as an aid for estimation purposes. Volume for each kit is estimated at 4 cubic feet. Estimated weight per kit is 70 pounds. Market Survey: 1. Please provide the size of your business per the standard described in paragraph 1 above. 2. Please describe your company's experience in procuring, assembling, and kitting material for the past three years. 3. Please provide any anticipated teaming arrangements. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 4. Please provide a budgetary rough order of magnitude estimate of the price to procure, assemble, and kit the material, and to deliver the kits to Hill AFB, UT 84056. 5. Please provide an estimate of the calendar time required to accomplish the tasks described above. 6. If applicable, please provide and alternative NACIS code as described in paragraph 1 above.
