- The Naval Facilities Engineering Command Europe Africa Southwest Asia (NAVFAC EURAFSWA), PSC 817 Box 51, FPO AE 09622, intends to issue a Request for Proposal (RFP) for a combination firm fixed price / indefinite quantity, indefinite delivery contract for Base Operational Support for Naval Station Rota, Spain. The anticipated requirement will be issued under Solicitation N33191-14-R-1010. This work will be for aviation fuel support, facility investment, custodial services, pest control, integrated solid waste management, grounds maintenance and landscaping, base support vehicles and equipment, and environmental services at Naval Station Rota, Spain. The anticipated solicitation will be structured with the following base and option Contract Line Items Numbers (CLINs): CLIN 0001 - Base Year, FFP 1 Jan 2015 - 31 Dec 2015 Services for firm fixed price work in accordance with the Performance Work Statement. CLIN 0002 - Base Year, IDIQ 1 Jan 2015 - 31 Dec 2015 Services for indefinite delivery, indefinite quantity work in accordance with the Performance Work Statement. CLIN 0003 - Option Year 1, FFP 1 Jan 2016 - 31 Dec 2016 Services for firm fixed price work in accordance with the Performance Work Statement. CLIN 0004 - Option Year 1, IDIQ 1 Jan 2016 - 31 Dec 2016 Services for indefinite delivery, indefinite quantity work in accordance with the Performance Work Statement. CLIN 0005 - Option Year 2, FFP 1 Jan 2017 - 31 Dec 2017 Services for firm fixed price work in accordance with the Performance Work Statement. CLIN 0006 - Option Year 2, IDIQ 1 Jan 2017 - 31 Dec 2017 Services for indefinite delivery, indefinite quantity work in accordance with the Performance Work Statement. CLIN 0007 - Option Year 3, FFP 1 Jan 2018 - 31 Dec 2018 Services for firm fixed price work in accordance with the Performance Work Statement. CLIN 0008 - Option Year 3, IDIQ 1 Jan 2018 - 31 Dec 2018 Services for indefinite delivery, indefinite quantity work in accordance with the Performance Work Statement. CLIN 0009 - Option Year 4, FFP 1 Jan 2019 - 31 Dec 2019 Services for firm fixed price work in accordance with the Performance Work Statement. CLIN 0010 - Option Year 4, IDIQ 1 Jan 2019 - 31 Dec 2019 Services for indefinite delivery, indefinite quantity work in accordance with the Performance Work Statement. The proposed contract action will be a full and open procurement using Federal Acquisition Regulations (FAR) Subpart 15.101-2 Lowest price technically acceptable source selection process under the North American Industry Classification System (NAICS) Code 561210 - Base facilities operation support services. This procurement will utilize lowest price technically acceptable source selection requiring the submission of both technical and price proposals. The total contract price for the base year and all option years combined is estimated to be approximately $75,000,000 U.S. Dollars. The anticipated task order range is between $1,000.00 and $500,000.00 U.S. Dollars. The Government intends to award one (1) combination firm fixed priced/indefinite delivery, indefinite quantity contract. Award will be made to the responsible offeror whose proposal, conforming to the RFP, will be most advantageous to the Government resulting in selection of the lowest priced technically acceptable offeror. In accordance with FAR 52.217-5, Evaluation of Options, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). The solicitation is expected to be posted to www.fbo.gov on or about May 29, 2014. Proposals are expected to be due by June 28, 2014, 2:00 p.m. Central European Summer Time (CEST). The anticipated award date is October 1, 2014. All dates are tentative and are subject to change. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. An organized Site Visit and Pre-Proposal Conference is scheduled for Wednesday, June 11, 2014 at 10:30 a.m. CEST at Naval Station Rota, Spain. All interested parties must meet applicable base access requirements for Naval Station Rota. Non-Spanish participants in the Site Visit and Pre-Proposal Conference must comply with the Spain Country Clearance Requirements, provided in Attachment 1 to this Pre-Solicitation Notice. The Country Clearance package provided in Attachment 1 must be submitted via email to vanessa.MejiasCab.SP@eu.navy.mil with a copy to kathryn.balonek@eu.navy.mil no later than 21 (twenty-one) working days before the site visit. Spanish participants in the Site Visit and Pre-Proposal Conference must complete the Spanish Contractor Request for Site Visit Pass, provided in Attachment 2 to this Pre Solicitation Notice. All Spanish participants must submit the "Request for Site Visit Pass" form via email to vanessa.MejiasCab.SP@eu.navy.mil with a copy to kathryn.balonek@eu.navy.mil. The "Request for Site Visit Pass" form must be received no later than 7 (seven) working days before the site visit. For questions regarding site visit access, please contact Vanessa Mejias at 0034 956 822100. PWD Rota will provide a bus for the Site Visit and Pre-Proposal Conference for all participants. The bus will pick up all participants at the Naval Station Rota main gate, and drop off all participants after the meeting has finished. Contractors must be at the Naval Station Rota main gate by 9:30 a.m. CEST to pick up the base pass. A Government Representative(s) will be at the main gate to meet site visit and pre-proposal conference participants. Attendance at the site visit is not mandatory, and will not be considered in the evaluation of proposals. Offerors are encouraged to check the FBO web sites frequently in order to be notified of any changes to this solicitation. If you register for this solicitation, you will receive a courtesy e-mail notifying you of all amendments for this solicitation that are posted on the website. Registration for this solicitation, however, does not release the offeror from the responsibility of checking the solicitation daily for amendments. All offerors must be registered in the System for Award Management (SAM) www.sam.gov to be considered for award of any United States of America Department of Defense contract.
